The first press conference of the "Decisive Victory in the 14th Five-Year Plan, Writing New Chapters" series was held. "Over these five years, the province's economic output has consecutively crossed two trillion yuan milestones, exceeding 6 trillion yuan, with its national ranking rising to 5th place, achieving a historic advancement," said Dai Yongbo, Director of the Provincial Development and Reform Commission, at the press conference on September 19th.

On that day, the Provincial Government Information Office held the first press conference of the "Decisive Victory in the 14th Five-Year Plan, Writing New Chapters" themed series, introducing Sichuan's major achievements in economic and social development during the 14th Five-Year Plan period.

**Economic Development: Sichuan's Per Capita GDP Breaks Through $10,000**

"We can intuitively understand the encouraging changes in Sichuan's economy and society over the past five years through five sets of data," Dai Yongbo said. Over these five years, Sichuan's per capita regional GDP broke through $10,000, with comprehensive economic strength reaching new heights and its position in the national development landscape becoming more prominent.

Sichuan's industrial structure has become more optimized, with strategic emerging industries accounting for 30% of above-scale industrial value-added, and the service sector contributing over 60% to economic growth. The province has cultivated three trillion-yuan industrial clusters and five national advanced manufacturing clusters, with development momentum becoming more robust.

Sichuan's comprehensive three-dimensional transportation network connecting internal and external regions has become more complete. The province added 13 new major corridors in and out of Sichuan, reaching a total of 51 corridors. Chengdu International Aviation Hub's annual passenger throughput exceeded 87 million, making Chengdu "China's Third Aviation City." The province's opening-up capabilities have significantly improved, with total import and export volume breaking through the 1 trillion yuan scale, ranking first in central and western China, and strengthening its "hardcore" competitiveness in international competition.

The province has also taken new steps in green and low-carbon transformation. Clean energy generates over 400 billion kilowatt-hours annually, accounting for over 80% of total generation and ranking first nationally. The water quality excellence rate of nationally assessed sections reached 100%, creating the best water environment quality in 20 years, with the ecological barrier in the upper reaches of the Yangtze and Yellow Rivers becoming more stable.

"Sichuan people's lives have become more comfortable and pleasant," Dai Yongbo said. Over these five years, Sichuan residents' per capita disposable income grew at an average annual rate of 6.7%, one percentage point higher than economic growth. Urban areas added over 5 million new jobs cumulatively, and basic medical insurance coverage exceeded 95%.

**Sichuan-Chongqing Cooperation Builds China's Third-Largest Automotive Industry Cluster**

Sichuan's 14th Five-Year Plan Outline proposed using the Chengdu-Chongqing Economic Circle construction as strategic guidance to enhance regional coordinated development across the province. What work has Sichuan done in building the Chengdu-Chongqing Economic Circle over the past five years?

In terms of Sichuan-Chongqing cooperation, both regions established a vertically integrated and highly efficient strategic implementation mechanism, jointly promoting the implementation and fruition of the Party Central Committee's decisions and deployments in the Ba-Shu region. The Chengdu-Chongqing Economic Circle's total economic output grew from 6.3 trillion yuan to 8.7 trillion yuan, with its supporting and driving role for high-quality development in western China and even the entire nation becoming more evident.

Sichuan-Chongqing cooperation achievements have flourished everywhere. Dai Yongbo mentioned that the two provinces and municipalities' railway operating mileage approaches 10,000 kilometers, a 28% increase from five years ago, with 26 railway, highway, and waterway channels between Sichuan and Chongqing. They built the world's largest OLED (Organic Light-Emitting Diode) production base and China's third-largest automotive industry cluster, while jointly establishing 11 key laboratories to promote on-site transformation and industrialization of scientific and technological achievements.

Additionally, Sichuan and Chongqing jointly improved the operation level of the China-Europe Railway Express (Chengdu-Chongqing) and the New International Land-Sea Trade Corridor, collaboratively expanding westward and southward international market space. The two provinces and municipalities' total goods import and export volume exceeded 1.7 trillion yuan, a 40% increase from five years ago.

**Transportation Construction: Five Years of New Mileage Could Circle the Equator Nearly Once**

Since the 14th Five-Year Plan, the province's transportation infrastructure investment reached 1.7 trillion yuan, providing strong support for high-quality economic development while supporting people's new expectations for a better life.

"The Shu roads that were once 'harder than reaching the blue sky' have now been woven into a comprehensive 'beautiful landscape map,'" Dai Yongbo said. Sichuan's comprehensive transportation network totals 443,000 kilometers, with new mileage added over these five years capable of circling the equator nearly once, with both total scale and new additions ranking first nationally. Railway operating mileage approaches 7,000 kilometers, with high-speed rail operating mileage jumping to 11th place nationally. Built and under-construction railways cover all 21 cities and prefectures in the province. Highways have connected over 80% of county areas, and rural roads reach villages and households, making "cement roads when going out, getting on buses when lifting feet" the standard configuration of new rural life.

Meanwhile, Sichuan has constructed dual corridors of "Aerial Silk Road + International Land-Sea Combined Transport" relying on Chengdu International Aviation Hub and the New International Land-Sea Trade Corridor. Particularly since Chengdu Tianfu International Airport began operations, Chengdu International Aviation Hub has become increasingly busy, with passenger throughput crossing four ten-million-level milestones. Currently, 95 international and regional passenger and cargo routes have been opened, with annual cargo and mail throughput reaching millions of tons.

Dai Yongbo said that more and more people are driving electric vehicles now. To eliminate everyone's "range anxiety" when traveling, Sichuan has built nearly 14,000 centralized charging and battery-swapping stations, installed charging facilities at all highway service areas, and built the world's first plateau green super-charging corridor, providing "charging and range extension" for vehicles at any time, allowing people to travel with confidence and comfort.
