The "Shenzhen City National Economic and Social Development 15th Five-Year Plan Outline" has been released. It proposes a coordinated approach to advance the research, development, and manufacturing of AI computing chips, the construction of computing power facilities, and the development of model algorithms, aiming to create an efficient and user-friendly artificial intelligence technology foundation. The plan seeks to solidify the industrial base for computing chips, promote the optimization, iteration, and application adaptation of training chips such as Ascend and edge-side inference chips, and foster a thriving domestic AI computing power ecosystem. It emphasizes the establishment of a multi-layered intelligent computing power base, the high-standard construction of training infrastructure, and the creation of a sustainable computing power supply system characterized by ultra-intelligent collaboration, heterogeneous integration, and pervasive accessibility. Furthermore, the plan calls for strengthening fundamental AI theoretical research and innovation in model architectures, cultivating internationally leading domestic general-purpose large models and industry-specific application models, and driving the practical application of model algorithms through high-value application scenarios. By 2030, the city aims to achieve a real-time available computing power scale exceeding 150 EFlops, with certain metrics of domestic chips and computing power clusters reaching internationally advanced levels, thereby forming a powerful large model foundation capable of supporting comprehensive applications.
