【券商聚焦】中国银河：“两新”政策显效 持续为钢铁行业需求回暖和绿色转型提供支撑

金吾财讯 | 中国银河证券表示，近日，国家发展改革委发文《“两新”政策实施两周年成效显著》，指出“两新”政策实施两年来，资源循环利用水平持续提升，其中再生资源为钢铁生产环节提供原料占比达到约27%，有效完善供给体系。同时设备更新带动产业升级、标准提升倒逼落后产能淘汰，持续为钢铁行业需求回暖和绿色转型提供支撑。资源循环利用水平持续提升：再生资源为钢铁、铜、铝、塑料生产环节提供原料占比分别达到约27%、33%、31%、25%。标准提升发挥牵引带动作用：设备更新方面，出台能耗限额、设备能效、污染物和碳排放等国家标准113项，倒逼高污染、高耗能、高风险设备更新换代，加快淘汰落后产能。工信部批准81项黑色冶金行业标准，规范生产质量，加速产业结构优化。近日，工业和信息化部批准《人工智能 深度合成图像系统技术规范》等690项行业标准，其中黑色冶金行业81项，于2026年11月1日起实施，覆盖绿色低碳与能效提升、高端用材、循环利用、质量检测等领域，是钢铁行业高质量发展的核心技术支撑。将推动落后产能加速出清、优化行业供给结构，支撑高端钢材需求扩容、提升产品附加值，完善绿色低碳与循环利用标准、助力行业绿色低碳升级，全面提升行业整体发展质量。
