Beijing to Establish Itself as a Leading Intellectual Property Powerhouse City

Beijing has issued its Intellectual Property Development Plan for the 15th Five-Year Plan period, outlining ambitious goals for the city's IP landscape.

According to the plan, by 2030 Beijing will essentially complete its transformation into a demonstration city for intellectual property strength, with comprehensive IP capabilities substantially enhanced and international influence and competitiveness steadily improved.

By 2035, the city aims to achieve high-quality completion of this demonstration city status, becoming a global pioneer in IP innovation and development, a hub for high-caliber talent, a center for premium resources, a preferred destination for dispute resolution, and a new highland for value realization.

The plan sets specific targets for 2030, including approximately 240 high-value invention patents per 10,000 residents, with invention patents in core digital economy industries accounting for 61% of all valid invention patents in the city.

Valid invention patents in green and low-carbon technologies are expected to reach 49,000, while the added value of patent-intensive industries should represent roughly 28% of the regional GDP.

During the 15th Five-Year Plan period, Beijing will promote coordination and linkage between intellectual property and policies related to education, science and technology, talent, industry, and finance.

The city will also improve trade secret protection mechanisms and explore and refine IP protection rules in areas such as big data, artificial intelligence, algorithms, open-source models, and biological genes.

Additionally, Beijing plans to establish a foundational rule system for data intellectual property, improve online copyright protection mechanisms, and strengthen protection and benefit-sharing mechanisms for traditional knowledge and folk arts.

Efforts will also focus on enhancing IP protection in intangible cultural heritage and traditional Chinese medicine, while exploring institutional norms for geographical indication protection and management.

Beijing will further promote region-specific IP development, supporting Dongcheng and Xicheng districts in the systematic protection of Central Axis cultural heritage and the inheritance and innovative development of time-honored brands.

The city encourages the cultivation of more "national trend" brands, supports Xicheng District in building a "technology-industry-finance" circular ecosystem, and promotes innovation in IP financial products.

Support will be given to Haidian District to deepen its role as an IP protection highland and facilitate efficient IP commercialization.

Chaoyang and Fengtai districts will accelerate the construction of the Beijing International Legal and Business Integration Demonstration Zone, attracting high-level foreign-related IP service institutions.

Shijingshan District will focus on artificial intelligence and science fiction industries to form a series of self-controlled patent portfolios.

To promote IP value realization and empower the real economy, Beijing will improve IP service mechanisms for national laboratories and new research institutions.

The city supports the simultaneous development of IP layout and utilization strategies during the initiation of basic research and major technological projects, cultivating original and foundational patents and high-value patent portfolios that address common technical challenges and lead in cutting-edge fields.

The Municipal Intellectual Property Office stated that the plan prioritizes reforms closely related to enterprises and innovators, such as promoting IP value realization, efficient protection for a first-class business environment, digital and intelligent transformation for high-quality public services, and high-level cooperation and opening-up.

It also highlights Beijing's unique characteristics. To embrace the changes of the times, the plan proposes innovative "AI plus" IP government service paradigms, supports AI applications in market-oriented IP services, and builds a "technology plus system" collaborative copyright governance ecosystem.
