Shanghai Aims to Boost International AI Model Services and Compute Exports

Shanghai is pushing forward with plans to expand the overseas reach of its computing power and foundational AI models, as part of a broader strategy to accelerate the export of AI-driven services. The Shanghai Municipal Commission of Commerce, along with six other government departments, recently released the "Shanghai National Service Trade Innovation Development Demonstration Zone Construction Plan."

A key focus of the plan is to build a service trade sector that aligns with the development of the artificial intelligence industry. The strategy includes attracting companies and institutions to establish AI research and development centers, open-source platforms, and collaborative laboratories in the city.

A central pillar of the initiative is to increase the overseas call-out of computing resources and foundational large models. The plan explicitly supports the export of model products, such as intelligent agents (AI agents) and multimodal generation technologies. Furthermore, it encourages companies developing embodied intelligence and smart terminals to adopt innovative, full-lifecycle service models.

The plan also promotes the use of AI to empower industries like healthcare, education, and professional services. To foster this ecosystem, Shanghai will continue to host the World Artificial Intelligence Conference (WAIC) and global developer events, while accelerating the construction of the headquarters for the World Artificial Intelligence Cooperation Organization (WAICO).

On a local level, the government is backing the Pudong New Area in its role as a leading AI innovation and application zone, and supporting Xuhui District in developing the "Model Space" (Mo Space) large-model innovation community. The initiative also calls for exploring the establishment of a global governance system for AI.
