The Dongguan Municipal Commission for Discipline Inspection and Supervision has concluded an investigation into serious disciplinary and legal violations by Guan Jinwen, the former Party branch secretary of Dongguan Information Technology School. The investigation found that Guan Jinwen abandoned his ideals and convictions, betrayed his original mission, and disregarded the central government's eight-point decision on improving Party and government conduct by improperly accepting gifts. He violated organizational principles by seeking benefits for others in personnel adjustments and staff recruitment, accepting money and property in return. Guan breached integrity standards, exploiting his authority to benefit others and accepting illicit gains. He misused public resources for personal gain, leveraging his position to assist others in securing project contracts and student admissions, illegally accepting significant sums of money and property. Guan's actions constitute severe violations of Party organizational and integrity disciplines, amounting to serious job-related offenses and suspected bribery crimes. His misconduct persisted unabated after the 18th National Congress of the Communist Party of China, reflecting a grave nature and detrimental impact, warranting strict penalties. In accordance with relevant regulations, including the Party Discipline Regulations and state laws, the Dongguan Municipal Commission for Discipline Inspection has decided to expel Guan Jinwen from the Party and dismiss him from public office. His suspected crimes have been transferred to procuratorial authorities for legal review and prosecution, along with the involved assets.
