Ministry of Industry and Information Technology Seeks Public Feedback on Draft "National Medical Reserve Management Measures"

The Ministry of Industry and Information Technology (MIIT), through its Consumer Goods Industry Department, has revised the "National Medical Reserve Management Measures (2021 Revision)" (MIIT-Lian Consumption [2021] No. 195) and drafted the "National Medical Reserve Management Measures (Draft for Public Consultation)." The ministry is now soliciting public feedback on the draft document.

The draft specifies that the central medical reserve will primarily adopt two management models: dynamic rotation and periodic write-offs. For pharmaceutical products with stable market demand—where reserve units can promptly sell and replenish stocks while maintaining reserve fund stability—the dynamic rotation model will apply. For pharmaceutical products facing market mechanism failures, making dynamic rotation difficult for reserve units, the periodic write-off model will be implemented.

The measures aim to optimize the efficiency and responsiveness of China's medical reserve system.
