In a recent secretary coordination session in Fulong Township, Baisha Li Autonomous County, the township disciplinary committee chief halted a proposal regarding fund disbursement for late-season rice planting, citing that the project's estimated price notably exceeded market rates and posed a risk of inflated pricing. The official recommended deferring the agenda item from party committee discussion. This incident exemplifies the county's "4+X" pre-emptive oversight mechanism, which shifts supervisory focus to the front end of decision-making.

Decisions involving "major matters, significant fund allocations, and key personnel appointments" often carry substantial financial weight and elevated integrity risks. In response, the county's disciplinary inspection commission introduced operational guidelines for township-level oversight of party committees and their leadership, pioneering the "4+X" mechanism. This approach mandates pre-meeting integrity assessments and risk screening for agenda items under consideration.

The "4+X" model convenes a coordination meeting attended by the township party secretary, two deputy secretaries, the disciplinary committee chief, and relevant supervising officials. Together, they pre-review all "three major and one large" topics slated for submission to the township party committee. The focus centers on verifying compliance and legality concerning engineering projects, fund utilization, and personnel changes, while documenting and tracing the origins of initial proposals. Items identified as potentially violating discipline or carrying integrity risks are corrected before formal deliberation, ensuring sound preliminary consensus.

"This coordination meeting may seem modest, but it functions like a firewall, blocking risk before decisions crystallize," remarked the Fulong Township disciplinary committee head. Since the start of this year, township disciplinary committees across the county have conducted pre-emptive reviews of 551 major agenda items, issuing 91 supervisory recommendations. Among these, 54 items were deferred or required supplementary documentation, and 4 fund disbursement plans were adjusted—rectifying issues such as insufficient preliminary research, inflated quotations, and incomplete payment application materials.

The grassroots level represents the final mile of oversight and serves as the frontline for tackling intra-level supervision challenges. To empower township disciplinary committees to act decisively without hesitation, the county commission has strengthened county-township coordination and escalated case-handling procedures. Through an integrated oversight pathway, authorities have so far processed 63 leads, filed 34 cases, and imposed disciplinary or administrative penalties on 34 individuals this year. This has led to serious investigations into issues like collective resource leasing, small-scale project construction, and improper subsidy distributions, progressively purifying the grassroots political environment.

"Oversight is not about singling anyone out—it exists to safeguard officials and protect public interests," stated a county commission official. Moving forward, the county plans to deepen the intra-level oversight framework, consolidate supervisory resources across all levels, and routinely address misconduct and corruption affecting the public. The goal is to deploy precise, efficient supervision to bolster people's livelihoods and tangibly enhance their sense of gain, happiness, and security.
