Beijing Plans High-Standard Token Factories to Boost AI Economy

Beijing has unveiled a new action plan to accelerate the growth of its token economy, with a focus on building high-standard token factories and integrating token distribution platforms into the city's new infrastructure framework. The plan, covering 2026 to 2028, was jointly released by the Beijing Municipal Bureau of Economy and Information Technology and the Beijing Municipal Development and Reform Commission.

The action plan outlines ten key measures spanning token factory construction, core technology breakthroughs, token quality assessment, token distribution platforms, intelligent agent development and application, intelligent agent core software ecosystems, overseas service capabilities, data ontology technology, and token engineer training. Token units serve as the fundamental measurement unit for how large models process information.

On the production side, Beijing will formulate a tiered evaluation standard for token factories, incorporating key technical indicators such as model adaptation count, token throughput speed, first-token latency, cache hit rate, and power usage effectiveness (PUE). The city will also optimize support for land resources, energy consumption quotas, and communication networks, while providing backing for token factories with industry-leading influence.

In terms of core technology development, the plan calls for intensified efforts on foundational model research to push the ceiling of model intelligence higher. It also promotes model-chip adaptation and optimization, supporting breakthroughs in inference-dedicated chips, model lightweighting, and edge deployment. Additionally, the city will build and deploy high-level intelligent computing resources to comprehensively enhance token production capacity.

For token pricing and circulation, the plan establishes a token quality evaluation system, encouraging software and information service enterprises to collaborate with third-party testing institutions. The goal is to build objective and fair token performance and quality assessment standards, which will inform token pricing and model intelligent routing decisions.

On the distribution front, Beijing aims to develop token distribution platforms with enhanced cross-model, cross-modal, and cross-regional access capabilities. These platforms will offer developers unified interfaces, model aggregation, token metering, and settlement services. The plan explicitly integrates these platforms into new infrastructure layouts, creating efficient service gateways for the intelligent economy.

To expand token application scenarios, the plan encourages internet platform companies and intelligent agent service providers to strengthen collaboration, driving large-scale deployment of intelligent agents in areas such as information consulting, commercial services, and daily life services. Key sectors including industrial manufacturing, scientific research, biomedicine, and education will open up intelligent agent application scenarios, fostering representative benchmark projects and promoting industry-specific token application services.

The plan also introduces a data ontology technology paradigm that integrates high-quality datasets with scene information and compliance requirements to create data products or services usable by large models. Furthermore, it proposes innovative computing power and token financial instruments, supporting financial institutions in developing specialized products for computing infrastructure construction and token consumption scenarios. A re-skilling training program for token engineers is also included.

For global expansion, the plan emphasizes deepening international cooperation and tapping into global markets. Leveraging its token engineering strengths, Beijing will build a high-level China-SCO artificial intelligence application cooperation center, offering integrated solutions for open-source model adaptation, intelligent agent deployment, development toolchains, and computing services to countries participating in the Belt and Road Initiative and emerging markets worldwide, thereby enhancing overseas service capabilities for token technology.
