This surge followed the release of a key policy document. The Ministry of Industry and Information Technology, along with six other government departments, jointly issued the "Action Plan for Promoting Collaborative Development of Large, Medium, and Small Enterprises in the Platform Economy (2026-2028)".

The plan outlines several key directives for the technology sector. It calls for guiding platform enterprises to strengthen their innovation layout in artificial intelligence fields, including general-purpose large models, industry-specific large models, and intelligent agents.

It also emphasizes accelerating breakthroughs in the research and development of critical frontier technologies and products. This includes high-end chips, next-generation operating systems, and next-generation smart terminals, with a push for the verification, application, and promotion of these new technologies and products.

The policy framework encourages collaborative innovation. It supports cooperative innovation between platform enterprises and small and medium-sized enterprises, including joint applications with universities and research institutes for major national science and technology projects and key national R&D programs to tackle critical technological challenges.

A "challenge and solution" model is promoted. The plan supports platform enterprises in posting technical challenges and encourages SMEs to "accept the challenge," guiding SMEs to deepen their expertise in specialized technical fields.

Finally, the plan urges platform enterprises to establish mechanisms for increasing innovation investment. It encourages them to benchmark against internationally leading companies to enhance their capacity to guarantee investment in foundational, original, and disruptive technologies.
