SAFE Spokesperson Unveils Plans to Advance Bank Forex Business Reforms and Bolster Cross-Currency Policy Alignment

At a press conference held on September 10 by the State Council Information Office, which addressed the financial sector's implementation of the "15th Five-Year Plan" and efforts to build a stronger financial system, Li Bin, spokesperson for the State Administration of Foreign Exchange (SAFE) and deputy director, outlined the administration's forward-looking agenda.

Looking ahead to the "15th Five-Year Plan" period, Li stated that the SAFE will vigorously promote reforms in banks' foreign exchange business operations, continuously refining a foreign exchange facilitation policy framework where "greater integrity leads to greater convenience, and compliant entities take the lead." This will enable a larger number of enterprises with strong credit records to conduct foreign exchange transactions without document review, directly processing requests based on standing instructions.

Building on the expansion and enhancement of existing facilitation policies, the administration will also focus on key areas such as the "five major articles" of financial services, emerging trade business models, and multinational corporations, researching and implementing more targeted supportive measures.

Additionally, the SAFE will further intensify coordination between domestic and foreign currency policies, allowing various market participants to handle identical types of cross-border renminbi and foreign exchange business under a single set of unified rules.
