Otog Front Banner in Inner Mongolia has initiated the application process for its 2026 distributed wind and solar power projects.

The announcement specifies a total development scale of 90 megawatts for distributed wind power and 50 megawatts for distributed photovoltaic (solar) power.

Project development must adhere to the principles of being "suitable to local conditions, connected nearby, consumed locally, safe and standardized, and diversely integrated." Projects are encouraged to integrate deeply with rural revitalization, industrial development, and public services.

The notice explicitly bars certain entities from participating in this round of applications. Companies that have previously obtained construction capacity but failed to build, resulting in project cancellation, are ineligible. Similarly, companies that secured capacity but did not commence construction as required by regional policies are excluded. Crucially, projects that have not secured end-user load for their power output are also prohibited from applying.

Applicants are required to submit all necessary materials by 5:30 PM on July 15, 2026. Late submissions will not be accepted.

The selection process will be overseen by the Otog Front Banner Energy Bureau, which will organize the evaluation with principles of fairness and transparency. An expert panel will be formed to score and review applications, while a supervision group will monitor the entire process for discipline and confidentiality.

Applications will be evaluated based on the company's comprehensive strength, technical proposals, preparatory work, and social contributions. The ranking from this evaluation will serve as the basis for recommending project development entities.

Required submission materials include a project application report and a power consumption analysis report, each prepared by a qualified institution and submitted in eight hard copies, along with one complete electronic copy on a USB drive. The application report must contain a dedicated section detailing the project's power consumption plan.

Additional requirements for applicants include possessing the requisite investment capability and technical expertise, along with a good credit standing. Unauthorized transfer or resale of project rights is strictly forbidden and will result in the cancellation of construction capacity and the company being blacklisted for three years.

Successful applicants for distributed wind projects must obtain approval within six months and achieve commercial operation within 18 months. For distributed solar projects, filing must be completed within three months and commercial operation within 12 months. Failure to meet these deadlines will result in the company being barred from future similar projects.

The policy also explores establishing a shared mechanism for rural energy development, encouraging the use of existing collective land through equity investment and profit-sharing to participate in new energy projects. Distributed wind projects may opt for full grid connection, while projects meeting specific "Green Power Direct Connection" requirements can choose a self-consumption model, provided they are tied to new or approved existing loads. For commercial and industrial solar projects, the self-consumption model is required, with at least 80% of annual generation to be consumed on-site for projects using partial grid connection.
