Recently, the Shenzhen Market Supervision and Administration Bureau issued an administrative penalty notice revealing that ZHOU LIU FU Jewelry Co., Ltd. was fined 739.75 yuan and had illegal gains of 231.17 yuan confiscated. This penalty was imposed due to the company's production and sale of a pure silver bracelet that failed a random quality inspection.
On May 29, the official public account "ZHOU LIU FU Jewelry" published a "Statement Regarding the Pure Silver Bracelet Inspection." The statement expressed deep apologies for the concerns raised among consumers following the attention drawn to the random inspection of one of its pure silver bracelet products and provided an explanation of the test results.
The statement clarified that the initial random inspection employed the GB/T18043-2013 surface testing method. This method examines only the surface layer of jewelry, making results susceptible to factors such as silver oxidation and storage conditions. As the item in question underwent only surface testing without destructive testing, the company referenced Article 8.2 of the national standard GB/T18043-2013, which explicitly states that surface test results alone cannot serve as the sole basis for determining product quality non-compliance. Consequently, ZHOU LIU FU sent products from the same batch to the National Gemstone Testing Center (NGTC) for destructive testing according to the national standard GB 11887-2012, and those results confirmed the products were qualified.
Public information indicates that ZHOU LIU FU Jewelry Co., Ltd. was established in 2004. It is a large-scale jewelry group integrating research and development design, production, brand operation, and chain store sales. Headquartered in Luohu District, Shenzhen, Guangdong Province, the company was founded by Li Weizhu and was listed on the Main Board of The Stock Exchange of Hong Kong in June 2025. By the end of 2024, it operated over 4,000 offline stores, with a strategic focus on third- and fourth-tier cities, while also actively developing its online e-commerce business.
It is noted that ZHOU LIU FU has previously faced penalties or been involved in disputes related to issues such as unfair competition, trade measurement violations, and false advertising.
