Recently, China Mobile Inner Mongolia Company and the Bayannur Municipal People's Government formally signed a strategic cooperation agreement for the "AI Plus" initiative. The collaboration will focus on key areas such as the low-altitude economy, computing power infrastructure, and smart cities, aiming to empower local high-quality development with digital technologies. Bayannur Vice Mayor Zhao Yongjun and Ma Xianfeng, Party Secretary and General Manager of China Mobile Inner Mongolia Company, attended the signing ceremony and held discussions.

Guided by the national strategic deployment for the "AI Plus" action, this strategic partnership adheres to the principle of "complementary advantages and mutual benefit." It seeks to deeply integrate artificial intelligence technology across all economic and social sectors of Bayannur City, providing strong support for cultivating new quality productive forces and activating new drivers of development.

According to the agreement, the two parties will prioritize advancing six core areas of cooperation. In the field of digital infrastructure, they will deploy intelligent computing resources, achieve comprehensive 5G network coverage, improve backbone communication networks, integrate local AI computing centers into the national "East Data West Computing" project, and leverage the "Jiutian" large model to help enterprises reduce costs and increase efficiency.

For upgrading characteristic industries, the focus will be on dominant sectors such as agriculture, animal husbandry, forestry, and water resources, utilizing diverse digital technologies to achieve precision management and customized services, thereby accelerating the digital and intelligent transformation of industries.

In optimizing public services, efforts will be made to promote digital upgrades in government affairs, healthcare, education, and other sectors, with a key emphasis on creating digital-intelligent benchmarks across entire industrial chains.

To enhance public livelihood services, investments will be made in 5G infrastructure construction, covering scenarios like smart elderly care, cultural tourism, and employment, and aiding the digital promotion of the Hetao brand.

In exploring emerging industries, the partnership will rely on the "China Mobile Lingyun Platform" to build a "1 platform + 3 main lines + N scenarios" airspace management system, cultivating new growth points in the low-altitude economy.

Regarding talent support, joint efforts will be made to cultivate AI professionals through models such as co-establishing academic programs and order-based training, solidifying the talent foundation for digital transformation.

To ensure the effective implementation of the cooperation, five major guarantee mechanisms have been established simultaneously. These include hosting the "Infusing Intelligence and Empowerment" forum, coordinated investment promotion, industry-university-research innovation, multi-level communication, and project-based collaboration.

This partnership is expected to accelerate the development of an intelligent economic framework for Bayannur City, injecting new vitality into the high-quality development of the digital economy.
