ZHEJIANGEXPRESS (00576) has announced the signing of a cooperation agreement on April 23, 2026, with the Technical Research Academy, Digital Intelligence Transportation Institute, Zhejiang Gaoxin, and a commercial group. The parties will jointly establish a joint venture company that will primarily engage in the investment, construction, and operation of low-altitude infrastructure. Low-altitude economy has been designated as a national emerging pillar industry in the Chinese government's 2026 work report, indicating broad market prospects and rapidly expanding application scenarios. This initiative also aligns with Zhejiang Province's policy focus on supporting the development of the low-altitude economy, fitting into the province's strategic plan for emerging industries. Developing low-altitude infrastructure and application services will enable deep integration of low-altitude technology with expressway operations management. Through methods such as drone inspections, digital low-altitude airspace management, and comprehensive visual monitoring, the group aims to continuously enhance the intelligence and efficiency of its expressway operations, strengthen safety guarantees, reduce operational costs, and empower the development of its core expressway business. The cooperation agreement is expected to leverage the comprehensive resources of all shareholders—covering aircraft research and development, airspace planning and services, and low-altitude infrastructure construction and maintenance—to support the scaled development of the low-altitude industry.
