The selection process for the main developer of a green power project within the Tibet-Qinghai Industrial Park has been announced. The announcement seeks to publicly select a single investment and development entity to take charge of the investment, construction, and operation of a green energy initiative with a total planned capacity of 1 gigawatt (GW). The initial phase will involve 200 megawatts (MW) of wind power, 60 MW of solar photovoltaic (PV) capacity, and associated energy storage systems.

Project Overview

The project, named the Tibet-Qinghai Industrial Park Green Power Development and Construction Project (First Phase), will be located within the park and its surrounding areas in Golmud City, Qinghai Province. The overall development scale is set at 1 GW. The first phase specifically targets 200 MW of wind power and 60 MW of solar PV. The estimated annual electricity generation is approximately 482 million kilowatt-hours, based on assumed utilization hours of 1,900 for wind and 1,700 for solar. The total project investment is forecasted to be around 840 million yuan, inclusive of energy storage costs.

Selection Criteria and Developer Responsibilities

The chosen investment and development entity will be responsible for the entire project lifecycle. This includes full investment, construction, grid connection, and operation and maintenance management throughout a 25-year operational period. A key requirement is the configuration of an energy storage system with a minimum capacity of 50 MW/200 MWh. The construction timeline mandates achieving full-capacity grid connection within 24 months of signing the agreement. The operational period is set at 25 years, exclusive of the construction phase. The announcement explicitly states that consortium bids are not accepted. Furthermore, the successful developer must establish a project company registered within the Tibet-Qinghai Industrial Park upon securing the development rights.

Project Advantages and Market Context

The project is situated in a region with excellent renewable resources. The Golmud area boasts abundant solar and wind resources, with solar PV potential exceeding 1,700 annual utilization hours and wind power reaching up to 2,000 hours. The green electricity generated will be prioritized for supply to enterprises within the industrial park. Power consumption has been forecasted considering peak, off-peak, and standard tariff periods, with off-peak defined as 9:00-17:00, peak as 17:00-23:00, and standard as 23:00-9:00 the following day. A significant competitive advantage is the electricity price offered to park enterprises, which is stated to be notably lower than the current industrial tariff. The inclusion of energy storage, set at 20% of the initial phase's capacity, is highlighted as a measure to enhance project profitability while simultaneously improving the reliability of power supply to the park.
