Fed Policy Pause Triggers Internal Disagreement, New Chair's Remarks Fuel Market Uncertainty

The Federal Reserve concluded its July monetary policy meeting by deciding to hold the federal funds rate target range steady at 3.5% to 3.75%. Against a backdrop of inflation exceeding the 2% target for five consecutive years, significant disagreements have surfaced within the Fed's policy-making body, with several officials advocating for further rate hikes. This policy stance has contributed to a rise in U.S. Treasury yields and triggered sharp volatility in financial markets.

The latest Federal Open Market Committee (FOMC) meeting did not result in a unanimous decision, as three regional Federal Reserve Bank presidents cast dissenting votes, explicitly favoring a 25-basis-point rate increase. This division highlights deep internal conflicts regarding the current inflation trajectory and the appropriate direction of monetary policy.

In a post-meeting press conference, Fed Chair Kevin Warsh acknowledged public anxiety over high inflation but emphasized that there is "no silver bullet" for achieving price stability. Warsh suggested that market participants should adjust based on real-time economic data rather than trying to anticipate the Fed's policy path. He argued that the central bank should not always be the center of market attention and pointed to recent changes in U.S. Treasury yields as evidence that the market is already exerting a self-imposed tightening effect.

However, Warsh's policy logic has drawn skepticism from Wall Street analysts. Market consensus holds that without clear interest rate guidance, relying solely on market self-regulation is unlikely to anchor inflation expectations effectively. Following the meeting, the yield on the 30-year U.S. Treasury bond surged to 5.21%, its highest level since 2007. The 30-year fixed mortgage rate also rose to 6.66%, further increasing borrowing costs for the real economy.

Market analysis firms emphasize that geopolitical conflicts are driving up international energy prices, while capital demand from the artificial intelligence industry is adding to the mix. As a result, both supply-side and demand-side inflationary pressures remain severe. If the Federal Reserve fails to maintain a clear and credible policy intervention mechanism, the risk of inflation becoming more systemic could increase.

Currently, derivatives market data indicates that a majority of investors are betting that the Fed will be forced to resume rate hikes at its next meeting in September.
