China's State Council has announced new personnel appointments, with Cai Dong officially named as a deputy head of the National Financial Regulatory Administration (NFRA), according to information released on the Ministry of Human Resources and Social Security website today.
An update on the NFRA's official website confirms that Cai Dong now serves as a member of the Party Committee and deputy head of the administration.
Where his career began
Born in October 1968 in Jinan, Shandong Province, Cai Dong holds a doctorate in economics from the Research Institute for Fiscal Science under the Ministry of Finance and is a senior accountant. His professional background is notably diverse, beginning with a teaching position at Shandong Normal University before transitioning to the banking sector.
Path through major banks
During his banking career, Cai Dong held multiple senior roles at Industrial and Commercial Bank of China (ICBC), including deputy general manager of the accounting and settlement department, deputy general manager of the settlement and cash management department, deputy general manager and later general manager of the e-banking department, as well as general manager of the Tianjin branch.
Rise to senior regulatory positions
In July 2016, Cai Dong was appointed vice president of China Development Bank, followed by a role as vice president of Agricultural Bank of China in May 2019. His career then took a turn toward government service when he became vice governor of Jilin Province in October 2019, later being promoted to executive vice governor and deputy Party secretary of the provincial government.
With this latest appointment, the NFRA leadership team now comprises Ding Xiangqun as Party secretary and head of the administration, Cai Dong, Xiao Yuanqi, Cong Lin, and Fu Wanjun as deputy heads, alongside Yang Guorui as leader of the discipline inspection group and Party committee member.
