Driving through the Luquan Economic and Technological Development Zone, one passes a succession of enterprises bearing names like "Electronics," "Communications," "Optoelectronics," and "Integrated Circuits," a testament to the area's blend of technology, modernity, and ecology. At Hebei Puxing Electronic Technology Co., Ltd., the super-clean production facility is manufacturing epitaxial wafers that are widely used in new energy vehicles, rail transit, and aerospace, with production volumes ranking among the highest in the nation.

Dozens of kilometers away, the Shijiazhuang High-Tech Zone is demonstrating a similar effect of industrial agglomeration. The Shijiazhuang International Biomedical Park, covering 28,000 mu, has now established a full-chain ecosystem spanning R&D, incubation, industrialization, sales, and services, serving as a vital hub for the city's biopharmaceutical sector. Recently, CSPC Pharmaceutical Group signed a strategic cooperation agreement with the internationally renowned pharmaceutical company AstraZeneca to build a new-generation biopharmaceutical production base in the Shijiazhuang High-Tech Zone. Leveraging its cutting-edge AI-powered new drug design and discovery platform, CSPC has already achieved 11 outbound licensing deals for its innovative results. "Innovation is the only path to development. Only by mastering core technologies can we develop more 'good medicines for China'," said Yang Hanyu, Dean of CSPC's Runchi Research Institute.

In recent years, Shijiazhuang has deeply implemented an innovation-driven development strategy. The city now boasts over 500 provincial-level and above scientific and technological innovation platforms, ranking first in the province. Since 2021, biopharmaceutical companies have locally registered and launched 8 new Class 1 drugs, with 83 more in the research and development pipeline.

Shijiazhuang has also deepened collaborations with more than 20 universities, including Peking University. As a "hidden champion" exporting to over 60 countries with annual sales exceeding 1 billion yuan, why did Grebo choose to relocate from Shenzhen to Shijiazhuang? "This wasn't just an investment attraction; it was a joint venture in entrepreneurship," one executive noted. After a month of in-depth discussions, the company's board unanimously approved the northward move. Grebo's arrival has since attracted over ten upstream and downstream enterprises to sign on, giving rise to a complete computer manufacturing industry chain.

In recent years, Shijiazhuang has been committed to building a market-oriented, law-based, and internationalized first-class business environment, focusing on the "full lifecycle, all market entities, and comprehensive factor support." In September 2021, the city pioneered the "double-blind" evaluation reform in Hebei Province, where bidders "stay home," bid openings are "unattended," and evaluations are conducted "screen-to-screen." This practice was selected as one of the top ten innovative practice cases for optimizing the national business environment in 2024.

Furthermore, Shijiazhuang took the lead in the province by enacting the "Regulations on Optimizing the Business Environment," implementing the "efficient completion of one thing" initiative, and achieving 100% online processing for government service matters. By developing low-cost industrial parks, the city has saved an average of two months per project and reduced corporate costs by over 380 million yuan in total.

As the environment improves, investment heats up, and development accelerates. With the arrival of prominent companies like Huapu Bio, Luye Pharma, and Hikvision, Shijiazhuang is rapidly becoming a thriving hub for innovation and a vibrant zone for growth, attracting talent and businesses from near and far.
