The "Payment Standards Initiative for Automotive OEM Supplier Accounts" issued by the China Association of Automobile Manufacturers has triggered a collective industry response.

On September 15, over ten mainstream automotive companies including SAIC Group, BYD Company Limited, Changan Automobile, Xiaomi Auto, and Li Auto made statements, committing to strictly execute the 60-day payment term principle and standardize supplier payment settlement processes.

A relevant official from the Ministry of Industry and Information Technology stated that the initiative clarifies requirements for goods delivery and acceptance, payment term calculation, account reconciliation and settlement, and payment procedures. For instance, it specifies that goods acceptance time should not exceed 3 working days in principle. It advocates for suppliers and buyers to establish stable cooperative relationships, with each contract having a validity period of no less than one year.

This regulatory initiative focuses on key aspects including order confirmation, delivery and acceptance, payment and settlement, and contract duration, establishing specific requirements for procurement contract content between automotive OEMs and suppliers. The Ministry of Industry and Information Technology believes these regulations will be significant in promoting standardized development of the automotive industry.

Automotive companies actively responded to the initiative, promising to effectively protect supplier rights, stabilize supplier expectations, and enhance supply chain resilience. Multiple companies emphasized they will consistently fulfill their commitment to payment terms within 60 days and strictly execute timely goods acceptance and account reconciliation standards.

**Traditional Automakers Lead with Commitments, Having Established Mature Payment Systems**

SAIC Group was first to respond to the initiative, stating that in June 2025, it formally announced unifying supplier payment terms to within 60 days and will not use commercial acceptance bills or other settlement methods that increase suppliers' capital pressure. The company commits to continue actively implementing the requirements of the "Regulations on Guaranteeing Payment to Small and Medium Enterprises."

GAC Group demonstrated an even longer execution history, stating that since its establishment in 1997, it has consistently maintained the "no more than 60-day supplier payment term" principle, strictly executing this for 28 years, practicing corporate responsibility through concrete actions and maintaining supply chain stability.

Changan Automobile, as a state-owned enterprise representative, emphasized fulfilling state-owned enterprise responsibilities. Through innovative implementation of a "payment calculated from delivery date + ten-day consolidated payment" solution, the company has fully honored its 60-day payment term commitment while exploring a standardized and efficient supplier payment process.

Dongfeng Motor committed to implementing initiative requirements in key areas including order confirmation, delivery and acceptance, payment and settlement, and contract duration, effectively protecting supplier rights, stabilizing supplier expectations, and enhancing supply chain resilience.

**New Energy Vehicle Companies Actively Follow, Emphasizing Supply Chain Collaboration**

New energy vehicle companies were equally active in their responses.

BYD Company Limited stated it will focus on key areas including order confirmation, delivery and acceptance, payment and settlement, and contract duration, continuously building a collaborative and mutually beneficial development ecosystem with upstream and downstream partners through technological innovation and management optimization.

Both Xiaomi Auto and Li Auto emphasized complete agreement with the association's initiative and firm implementation of Ministry of Industry and Information Technology guidance. Both companies committed to consistently fulfill payment terms within 60 days and strictly execute standards for timely goods acceptance and account reconciliation, ensuring partners operate with confidence.

NIO stated it will establish long-term stable mutually beneficial cooperative relationships with partners, committed to building an "OEM-component" collaborative and mutually beneficial development ecosystem. XPeng Motors committed to strictly executing timely goods acceptance, efficient account reconciliation, and punctual settlement.

Seres Group emphasized in its statement that companies should strengthen self-discipline and jointly promote high-quality industry development. The company expressed willingness to work with industry peers to maintain a healthy and green development environment, committed to mutual prosperity in the industrial ecosystem and enhancing overall industrial cluster competitiveness.
