Heilongjiang Province has achieved a significant milestone as its total number of geographical indication (GI) products reached 203, ranking first among the three northeastern provinces and one autonomous region. This achievement underscores the province's commitment to strengthening its intellectual property (IP) framework and supporting regional economic development.
As of the end of June 2026, the province's effective invention patents stood at 53,574, reflecting a year-on-year increase of 8.72%. High-value invention patents per 10,000 people reached 6.9, up 13.11% from the previous year. Additionally, valid trademark registrations in the province totaled 599,000, marking a 7.11% year-on-year growth. These figures were disclosed during the Heilongjiang Provincial Intellectual Property System Work Advancement Conference held in Harbin on August 26.
Since the beginning of this year, the province's IP system has been actively advancing the construction of an intellectual property powerhouse. Efforts include the orderly collection and application of the fifth batch of typical cases for national powerhouse construction, the urgent compilation of the "15th Five-Year Plan for Intellectual Property Protection and Utilization in Heilongjiang Province," and proactive engagement with national authorities to incorporate local specializations such as ice-and-snow economy and cooperation with Russia into the national IP strategy for the same period.
Management, utilization, and protection of geographical indications have been notably enhanced. Significant progress has been made in the preparation and acceptance of the Raohe Northeast Black Bee National Geographical Indication Protection Demonstration Zone, alongside the completion of acceptance procedures for the Dongning Black Fungus and Qing'an Rice GI protection projects. Mudanjiang City, leveraging the creation of the "Dongning Black Fungus" national demonstration zone, has accelerated the transformation of local industries from resource advantages to brand and developmental strengths. Currently, 100 enterprises in the city utilize the GI special mark, generating an annual output value exceeding 594 million yuan. The "Dongning Black Fungus" brand also secured a spot on the "2026 China Brand Value Evaluation" regional brand list, with its brand value reaching 17.122 billion yuan.
Shuangyashan City has comprehensively advanced the construction of the Raohe Northeast Black Bee GI protection demonstration zone, achieving a comprehensive brand value of 1.488 billion yuan. The province has also continued its "Telling Geographical Indication Stories to Boost Rural Revitalization" campaign, with the number of enterprises using GI special marks reaching 1,590. Furthermore, the "Guidelines for Integrating Geographical Indications with Cultural and Tourism in Heilongjiang Province" has been revised to deepen the integration of GI products with the local cultural and tourism sectors.
Platforms for the transformation and application of intellectual property are being rapidly established. Progress includes the ongoing development of the national cold-region agricultural industry IP operation center, a joint initiative between the provincial bio-industry IP operation center and Northeast Agricultural University, and the accelerated construction of the provincial ice-and-snow creative design industry IP operation center. The "Heilongjiang Province Patent Statistical Survey System" has been implemented, filling a gap in the province's patent statistical survey framework.
Public services tailored to innovators have been strengthened. The Provincial Intellectual Property Office has issued a special notice outlining the direction and key tasks for IP public services in critical core technology research fields, while promoting the implementation of the 2026 edition of the "Similar Goods and Services Classification Table." These measures aim to better align public service resources with frontline innovation needs.
Looking ahead, the province's IP system will focus on the effective implementation of strategic plans, drafting a high-quality blueprint for the "15th Five-Year Plan" period, and continuously refining the full-chain IP protection system. Efforts will also prioritize creating a highland for IP protection, activating the market value of intellectual property, unlocking its economic benefits, upgrading public IP services, and optimizing the business environment to support Heilongjiang's high-quality development and revitalization.
