On August 13, the Jiangsu Provincial Department of Industry and Information Technology provided a detailed breakdown of the newly released Jiangsu Provincial Commercial Space High-Quality Development Three-Year Action Plan (2026-2028). This plan was jointly issued by seven provincial bodies, including the Department of Industry and Information Technology, the Provincial Financial Office, and the Provincial Development and Reform Commission.

The Action Plan identifies the improvement of the industrial chain and the expansion of satellite application services as its primary strategic directions. It aims to actively integrate into the national overall layout by setting development goals focused on enhancing commercial space innovation capabilities, enriching satellite application scenarios, and increasing the scale of the commercial space industry. The ultimate objective is to achieve industrial development and establish Jiangsu as a leading hub for high-quality commercial space growth.

To achieve this, the Action Plan outlines three major initiatives: an industrial chain innovation and upgrade drive, a diversified scenario construction drive, and a new growth driver cultivation and expansion drive. By 2028, the province aims to establish one or two provincial-level manufacturing innovation centers and significantly improve pilot-scale testing capabilities. It also targets the creation of approximately 50 typical commercial space application cases, the orderly advancement of several satellite constellations, and the further deepening of AI application integration. The annual output value of key enterprises is projected to reach 60 billion yuan, with steady improvements in rocket and satellite manufacturing capabilities. The plan also calls for the development of a batch of nationally competitive products in ground equipment and application terminals, while continuously expanding the scale of satellite services.

Focusing on industrial growth, the Action Plan makes clear provisions for promoting industrial agglomeration. It supports key regions within the province to leverage their industrial strengths by differentiating their focus on key commercial space industry segments and advancing the pilot construction of provincial-level future industry clusters. The plan emphasizes strengthening central-local government coordination and fostering integration between the commercial space sector and other industries, such as the low-altitude economy, artificial intelligence, and next-generation communications. Cross-industry exchanges and collaboration will be intensified to build a synergistic development ecosystem.

To ensure the successful implementation of the Action Plan, Jiangsu will establish a provincial-level aerospace industry development task force and support the aerospace industry alliance. The plan also calls for leveraging government investment funds to attract private venture capital and coordinating provincial fiscal resources to support the industry. Furthermore, there will be a concentrated effort to recruit top-tier and leading talents in the aerospace field, strengthen industry-education integration, and provide comprehensive talent service guarantees to propel Jiangsu's commercial space sector to the forefront of national development.
