In recent years, the Municipal Market Supervision Bureau (Intellectual Property Office) has aligned with the city's branding and innovation development strategies. Through measures such as law enforcement supervision, collaborative protection, and foreign-related services, they have built a comprehensive intellectual property protection system. This system uses rigid enforcement and flexible services to safeguard the innovation of local enterprises and the global expansion of the "Jieyang Brand."
The bureau launched a special work plan outlining 27 detailed measures across nine sectors to systematically manage the entire process of IP creation, confirmation, and rights protection. Publicity activities were held at Jieyang Confucian Temple Square, utilizing new media and mainstream platforms to conduct online and offline legal education, continuously raising IP awareness among market entities and fostering a collaborative governance environment.
Furthermore, the bureau has promoted the implementation of an e-commerce IP protection whitelist system in the city. Leveraging the "Yiqiwei" IP Protection Alliance platform, it guides professional service agencies to assist enterprises in handling cross-regional infringement disputes. In 2025, the bureau guided the handling of 435 IP cases of various types. In the first half of this year, 220 cases were concluded, covering key pillar industries like small appliances, hardware, and plastics, recovering nearly 8 million yuan in losses for enterprises. For complex cases involving patent technology, the bureau collaborated with provincial technical investigators to assist in evidence collection, with their technical opinions being accepted by the Guangzhou Intellectual Property Court, aiding local enterprises in winning lawsuits and creating replicable cross-level case-handling experience. Additionally, quality institutions were selected to form a rights protection assistance cooperation database, with regular training on administrative adjudication and cross-border rights protection to enhance professional dispute resolution capabilities.
Simultaneously, the Municipal Market Supervision Bureau (IP Office) persists in the regular "Weekly IP Enforcement"专项行动. This focuses on illegal activities such as malicious trademark squatting, infringement of time-honored brands, counterfeiting of geographical indications, and patent imitation in new business formats. It prioritizes protection for small, medium, and micro enterprises, specialized and new "little giant" firms, and regional characteristic brands. In the first half of this year, 53 IP-related illegal cases were investigated, with fines totaling 793,800 yuan, and 12 typical cases were published, creating a strong deterrent through case-based legal interpretation.
The bureau actively utilizes the "Yiqiwei" IP Protection Alliance platform to continuously broaden cross-regional collaborative IP protection pathways and improve the mechanism for resource sharing and efficient cooperation. From September to November 2025, a series of "mobile phone holder" design patent infringement disputes, handled jointly with multiple provinces and cities, was successfully selected as one of the National Intellectual Property Administration's top ten typical cases of the year. In April 2025, using the "administrative mediation + judicial confirmation" model on this platform, the bureau achieved evidence recognition and simultaneous mediation with Fujian's Zhangzhou and Xiamen, successfully concluding a "cloud" slipper design patent infringement case involving a certain shoe factory.
In serving the "Jieyang Brand" overseas expansion, the bureau regularly issues overseas IP risk warnings, implements foreign-related cooperation plans for rights protection, and guides enterprises to proactively register Madrid trademarks and PCT patents. It actively promotes the overseas IP infringement liability insurance to further alleviate enterprise pressure in rights protection. Previously, the "Kangfu" trademark succeeded in rights protection in Thailand, recovering the squatted trademark. This is a landmark practice by the city's market supervision system in serving the "Jieyang Brand" going global, and the case was selected as an excellent example of Guangdong Province's trademark brand building and one of the city's top ten typical cases in foreign-related rule of law.
In the next step, the Municipal Market Supervision Bureau will conduct industry compliance training and accelerate the application for a rapid rights protection center for small household appliances. This aims to significantly compress the time for patent authorization and rights protection. It will also introduce foreign-related legal service resources, expand IP pledge financing and rights protection insurance, and continue to focus on key commodities to deepen special enforcement. By improving the multi-departmental coordination mechanism, the bureau aims to reduce enterprise rights protection costs and increase the cost of infringement, thereby solidly supporting Jieyang in cultivating more independent well-known brands and empowering the accelerated development of new quality productive forces.
