According to information obtained, on December 31, 2025, Xilingol League in Inner Mongolia released the "Announcement on Carrying out the Competitive Allocation of Grid Integration Wind Power Projects for 2025." The announcement specifies that the total scale for this batch of grid integration competitive allocation wind power projects is 1.1 gigawatts (GW), with individual project scales required to be no less than 100 megawatts (MW). It mandates that among enterprises applying for this batch of projects, only one investment entity from the same corporate group can submit a bid, including the lead party in a consortium bid. If a subsidiary bids, it must be a wholly-owned or majority-controlled subsidiary of its parent group and must possess written bidding authorization from the group. Applicants are permitted to apply for projects independently or as a consortium; consortium applicants must submit a relevant consortium agreement clarifying aspects such as equity ratios.

It is understood that on November 9, the Inner Mongolia Energy Bureau issued a "Notice on Carrying out the Competitive Allocation of Grid Integration Wind Power Projects for 2025," determining the construction scale for these projects across different leagues and cities for the year. The notice indicated that, based on the autonomous region's non-hydro renewable energy consumption weight target and considering factors like local new energy utilization rates and grid connection conditions, the construction scale for each league and city was formulated primarily according to the growth rate of regional electricity load. A total planned scale of 15 GW for grid integration wind power projects was arranged across the region, with 11 GW in Western Inner Mongolia and 4 GW in Eastern Inner Mongolia. To date, 11 locations in Inner Mongolia have initiated the competitive allocation process for 2025 grid integration wind power projects, and apart from Xilingol League, the other 10 leagues/cities have completed project announcements.

Regarding project owners, State Power Investment Corporation (SPIC) secured the largest share of wind power quotas in this batch, totaling 1.4 GW, including a 1.2 GW project from the SPIC group's "Ulanqab Wind Power Outbound Base" intended for conversion to local consumption. Following SPIC, a consortium comprising CRRC Zhuzhou Institute, Inner Mongolia Power (Group) Co., Ltd., and Chint Group Co., Ltd. obtained an 850 MW quota. SDHS New Energy secured an 800 MW quota. Statistics show that 64 wind power projects have completed the competitive allocation process, amounting to a total capacity of 13.9 GW.

Based on the requirements of relevant documents such as the "Measures for the Competitive Allocation of Grid Integration New Energy Power Generation Projects in the Inner Mongolia Autonomous Region" and the "Notice of the Inner Mongolia Autonomous Region Energy Bureau on Carrying out the Competitive Allocation of Grid Integration Wind Power Projects for 2025," and adhering to the working principle of "fairness, impartiality, scientific rigor, and objectivity," the competitive allocation work for the 2025 grid integration wind power projects in Xilingol League is now initiated. Matters related to the application process for these projects are announced as follows.

I. Allocation Scale and Scope: The total scale for this batch of grid integration competitive allocation wind power projects is 1.1 GW. The scale of individual projects shall not be less than 100 MW.

II. Competitive Allocation Procedure: The Xilingol League Energy Bureau will organize and carry out the competitive selection work for this allocation. The specific process is as follows.

1. Local Preliminary Selection and Submission: Based on the conditions of connectable substations, each locality shall determine the number and scale of projects to be applied for within its jurisdiction, adhering to the principles of openness, fairness, and impartiality to conduct preliminary project selection and recommendation. After preliminary selection by the local energy authority and approval by the banner/county government, submissions should be reported to the Xilingol League Energy Bureau via official documents.

2. Submission of Application Materials: Local energy authorities shall guide applying enterprises in submitting paper-based project application materials as required, including one original and seven copies, clearly marked on the cover. The content of the original and copies must be identical. Application materials must be sealed, with the seal affixed at the closure point and stamped by both the relevant local energy authority and the applying enterprise. Electronic versions of the application materials must also be submitted, consistent with the paper versions.

3. Organization of Selection Review: The Xilingol League Energy Bureau will entrust a third-party service agency to form an expert review panel with experts from Xilingol Power Supply Company. The review will be conducted in a fully enclosed, centralized manner, strictly following relevant requirements for scoring and ranking projects.

4. Public Announcement of Selection Results: Based on the requirements of the "Measures" and the "Notice," and the results from the expert review panel, the Xilingol League Energy Bureau will scientifically determine project sites and select investment enterprises. After obtaining support opinions from the grid company and approval from the League Administration, the specific implementation project list will be finalized, detailing project name, applicant, affiliated group, application scale, construction period, and innovation demonstration information. This list will be publicly announced by the Xilingol League Energy Bureau following procedures, with a 3-day announcement period.

5. Reporting for Review and Inclusion in Plans: After the announcement period concludes without objections, the results will be reported to the Autonomous Region Energy Bureau for final review according to procedures.

III. Application Requirements (A) Requirements for the Applicant 1. The applying enterprise must be registered in the People's Republic of China, possess independent legal person status, have the capability to invest in wind power projects, not be listed as a subject of失信惩戒, and must not have a history of serious breaches of contract or major or above-grade production safety accidents within Xilingol League. 2. Among enterprises applying for this batch of projects, only one investment entity from the same corporate group can submit a bid. 3. Applicants are allowed to apply for projects independently or as a consortium. 4. The applicant must not be listed on specific national credit-related websites as a严重失信主体,失信被执行人,严重违法失信企业, or have a record of serious illegal失信行为in government procurement. 5. The applicant must be in normal operation with sound financial condition, and not be under orders to cease business, have assets under receivership, frozen, or be in bankruptcy. 6. The applicant must prepare and provide relevant application materials as required, and is responsible for the professionalism and authenticity of these materials; providing false information will lead to disqualification.

(B) Project Application Requirements 1. The scale of a single application project shall not be less than 100 MW. A single applicant can apply for a maximum of one project. No more than three application projects can be submitted from the same banner/county. 2. Application projects must comply with policies related to territorial space use control, ecological environmental protection, etc. Site selection and transmission line routes must actively avoid sensitive areas and obtain排查意见from relevant local authorities. 3. Banners/Counties must assist in auditing to ensure the "uniqueness" of project sites; overlapping sites will lead to disqualification, with associated losses borne by the applicant. 4. Application proposals must be prepared according to the outline, covering specific technical and economic aspects, and include a grid connection plan. 5. Innovation in project applications is encouraged, particularly regarding grid compatibility and advanced, reliable technology.

IV. Other Requirements 1. Local authorities should base site selection on regional development realities, considering various economic, rational, safety, and future green power direct connection needs. 2. Xilingol Power Supply Company must guide and cooperate with local authorities on site selection and grid connection feasibility. 3. Projects winning allocation must commence substantial construction within the 2-year validity period after approval/filing; extensions are possible under specific rules. 4. Investors must strictly adhere to approved plans; project or equity transfers are prohibited within 5 years. Changes within the same group require formal procedures. 5. Local authorities must ensure fairness and impartiality, optimize the business environment, regulate application order, and conduct proper preliminary reviews. Application materials must be submitted by 17:00 on January 6, 2026; late submissions will not be accepted.
