Following approval from the Shenzhen municipal government, the city's Industry and Information Technology Bureau, Development and Reform Commission, and Science and Technology Bureau have collectively issued the "Shenzhen Action Plan for Advancing Artificial Intelligence and Application Development (2026-2028)". This policy framework delivers substantial momentum for industry transformation and upgrades.

According to the Plan, by 2028, Shenzhen aims to achieve extensive and deep integration of artificial intelligence across six priority domains: scientific research, industry, consumer markets, public welfare, governance, and global collaboration. The city targets an AI core industry scale exceeding 300 billion yuan, positioning itself as a leading hub for AI innovation.

The Plan emphasizes driving AI-enabled transformation across the entire manufacturing value chain, reshaping production processes and value creation models. It also mandates intelligent upgrades throughout logistics operations, encouraging enterprises to embed AI technologies at critical stages and accelerate the large-scale deployment of intelligent logistics equipment.

Furthermore, the initiative promotes the adoption of unmanned logistics solutions, facilitating the widespread use of driverless delivery vehicles and drones in end-distribution settings such as residential communities, shopping districts, and campuses. This move is designed to achieve efficient, smart last-mile delivery services.
