Guizhou Aims to Launch Over 60 Energy Fee Management Projects by End of 2028

On August 14, the Guizhou Province Public Institutions Energy Fee "County-Wide Promotion" work conference was held in Qingzhen City. During the meeting, it was announced that the province plans to have each city (prefecture) implement no fewer than 5 energy fee management projects by the end of 2028, with the total number of such projects across the province reaching at least 60.

Energy fee management involves a user entity commissioning a specialized energy service company to operate, manage, maintain, and upgrade its energy resource systems. The user entity then pays the service company a management fee based on a predetermined energy baseline. Through efficient management and the application of energy-saving technologies, the service company achieves energy savings, reduces costs, and generates reasonable profits.

Recently, the National Government Offices Administration and the National Development and Reform Commission jointly issued the "15th Five-Year Plan for Energy Conservation and Carbon Reduction in Public Institutions," which emphasizes expanding the use of market mechanisms and actively promoting contract energy management models such as energy fee management. To implement these policies, the Guizhou Provincial Government Offices Administration will soon release the "Three-Year Action Plan for Promoting Energy Fee Management in Public Institutions in Guizhou Province (2026–2028)."

The "County-Wide Management" initiative is a key focus of this action plan. Each city and prefecture is expected to have at least one county-wide management project in operation, creating replicable and scalable best practices. Qingzhen City has been designated as the first pilot for "County-Wide Promotion" of energy fee management in Guizhou. It has "packaged" the energy management of 101 public institutions, covering approximately 500,000 square meters of buildings, and invited a professional team through bidding to manage energy fees. This initiative marks a breakthrough from "zero to one" in advancing energy fee management across the entire province, offering valuable, replicable experience.

Moving forward, each city and prefecture in Guizhou will tailor its efforts based on local conditions, incorporating the "Qingzhen experience" to explore further developments.
