The head of the European Space Agency has issued a warning that the region faces a shortfall in domestically produced rocket launch capacity by the end of this decade, as demand for launching next-generation satellites rapidly outpaces Europe's independent capabilities.
ESA Director General Josef Aschbacher admitted that the challenge of catching up with space competitors is severe, stating: "Based on the agency's current projections, Europe will face a shortage of rocket launch vehicles around 2030." In an interview, Aschbacher revealed that the ESA is currently calculating the scale of Europe's overall space launch demand for the coming years.
"When we total up the number of satellites that need to be launched for existing and planned satellite constellations and space missions, we find that the peak in launch demand will occur between 2029 and 2031," he said. Over the past five years, the United States has launched hundreds of satellites and invested tens of billions of dollars in its defense and space systems. Elon Musk's SpaceX completed 170 rocket launches last year, while Europe managed only eight launches in total.
Musk has reshaped the launch market with reusable rocket technology, dramatically reducing launch costs. Aschbacher stated that he plans to discuss this issue with ESA member states to achieve the goal of "European satellites launched by European rockets."
Where to Focus Efforts
In the coming years, Europe plans to launch a series of satellites and conduct multiple space missions for its various satellite networks, including the Iris² multi-orbit satellite constellation, the Galileo satellite navigation system, and the Copernicus program, the world's largest Earth observation system. Meanwhile, several European countries, including Germany, are proposing to build their own national satellite constellations. The ESA is also developing military satellites for the defense ministries of Greece, Spain, and Poland.
Obstacles to Overcome
However, these ambitious plans face significant hurdles. Critics point out that Europe urgently needs structural reforms, especially in adjusting its space procurement model. Europe's primary heavy-lift rocket manufacturer, Arianespace, has been struggling to get back on track. Production delays have prevented the next-generation Ariane 6 rocket from entering commercial service. After the final flight of the previous-generation Ariane 5 in 2023, Europe experienced a year-long launch capacity gap, during which it had to rely on the U.S. company SpaceX for launches.
In July 2024, the Ariane 6 successfully launched, restoring Europe's independent access to space. In December of the same year, Italy's small Vega C rocket successfully returned to flight. Aschbacher expressed confidence that Europe can resolve the upcoming shortage of rocket capacity.
Planned Solutions
He said the ESA has asked European rocket manufacturers to submit cost estimates for expanding production in the coming months. For the Ariane 6, which currently has a planned annual production rate of 9 to 10 rockets, manufacturers need to calculate the investment required to ramp up capacity to about 15 rockets per year. He noted that similar discussions are underway for expanding the production of the Vega C rocket.
The results of these assessments will serve as a basis for deciding where to allocate additional ESA funding, both to fill the upcoming capacity gap and to sustain investment in the space industry for the next decade. "Our planning cycle extends to 2035, and all current analysis will translate into corresponding investment and production capacity decisions," he said.
