Bank of Gansu Reshuffles Top Management: Shi Hailong Named Chairman, Hao Jumei Becomes Acting President

Bulletin Express
08/14

Bank of Gansu announced a leadership transition following the resignation of Chairman Liu Qing, effective 10 August 2026, citing a change in job position. Liu remains an executive director and confirmed no disagreements with the Board or other stakeholders.

The Board has elected 53-year-old Shi Hailong as Chairman, chairman of the Strategy and Development Committee, and member of the Nomination and Remuneration Committee. His appointment will take effect upon regulatory clearance from the Gansu Office of the National Financial Regulatory Administration. Shi joined the bank in September 2025 and most recently served as President, Chief Compliance Officer and Party Committee Secretary. His previous roles include senior posts at China Construction Bank’s Gansu branch, China Cinda Asset Management, the Gansu Provincial Government’s Financial Affairs Office, and Gansu Financial Holdings Group.

Concurrently, Shi stepped down as President and Chief Compliance Officer on 10 August 2026. Vice President and Board Secretary Hao Jumei, aged 57, has been appointed Acting President until a permanent successor is named, for a period not exceeding six months. Hao, who directly holds 0.20 million domestic shares of the bank, has been with Bank of Gansu since 2012 and has served in various senior financial and governance roles.

The Board emphasized that the succession plan aligns with the bank’s established governance framework and will not disrupt daily operations. Further announcements will be made once the regulator approves Shi’s chairmanship and the new President is formally appointed.
