At the 2026 Headquarters Economy Conference and the Sixth Forum on Building Economy and High-Quality Urban Development, held as an official theme forum of the China International Fair for Trade in Services (CIFTIS) on September 11, Wu Fengwu, a member of the Party Leadership Group and Vice District Mayor of Beijing's Chaoyang District, delivered a keynote address during the forum's exemplary urban development segment. His speech highlighted how Chaoyang leverages its comprehensive openness to chart a path toward becoming a benchmark district for international headquarters economy agglomeration.

Wu began by extending heartfelt gratitude to all attendees on behalf of the Chaoyang District Committee and District Government, expressing appreciation for their sustained attention and support for Chaoyang's economic and social progress. Wu then introduced five urban coordinates to depict a Chaoyang that is open, diverse, and warmly innovative. First, he described Chaoyang as an open gateway connecting to the world and linking global resources. Spanning 470.8 square kilometers with a permanent population of 3.419 million and 371,000 market entities, the district is hailed as China's foremost international zone. It hosts nearly 100% of foreign embassies in China, 80% of the city's international organizations and business associations, and 50% of international conferences and foreign talent. Through the implementation of the "Headquarters Growth Plan," Chaoyang has attracted 182 regional headquarters of multinational corporations, ranking first in the city, while maintaining leading positions in newly established foreign-invested enterprises and actual utilized foreign capital. Wu emphasized the district's commitment to the "Shining with the World" openness brand, striving to create a 24/7 global living room, positioning Chaoyang not merely as an entry point to Beijing but as a vital node for global resource allocation.

Second, Wu highlighted Chaoyang as an economically vibrant district defined by diversified business forms and integrated innovation. Adopting a dual-drive approach of commerce and technology, combined with mutual empowerment between traditional and emerging sectors, the district focuses on optimizing finance, strengthening technology, expanding commerce, and refining culture to build a modern industrial system with international competitiveness. In 2025, its GDP reached 966.85 billion yuan, with projections to hit the trillion-yuan scale this year. The financial sector contributes approximately 20% of the city's total value added, hosting over 1,800 financial institutions, including nearly 400 foreign entities accounting for 70% of the city's total. The technology services industry surpassed the 200 billion yuan revenue mark last year, ranking first citywide in growth contribution, supported by 3,535 national high-tech enterprises, 1,423 Beijing-level specialized and innovative SMEs, 96 national-level "Little Giant" firms, and 19 unicorn companies. These assets have formed five technology industry clusters each generating revenues exceeding 100 billion yuan. Commercial services account for about 40% of the city's revenue and value added, gathering over 50,000 professional institutions. In culture, Chaoyang hosts the nation's sole National Cultural Industry Innovation Pilot Zone, with 102 cultural industry parks, five of which exceed 10 billion yuan in output, and roughly 100,000 cultural enterprises, contributing about 8% of national revenues in sports, entertainment, and cultural sectors. Wu underscored that this rich and diverse industrial ecosystem positions Chaoyang as a dynamic center for market players to flourish and global innovation elements to converge.

Third, Wu portrayed Chaoyang as a city of opportunity teeming with fashion and abundant scenarios. As a primary carrier for the international consumption center city, the district boasts 110 distinct commercial complexes and hosts over 10,000 themed consumption events annually. Beijing CBD connects global business, Sanlitun leads fashion trends, Liangma River reflects international flair, and the Olympic Center Zone unleashes integrated cultural, commercial, sports, and tourism vitality, providing a vast natural testing ground for diverse business forms. Concurrently, Chaoyang advances the national data industry cluster and the nation's only Data Business District, implementing an action plan for open scenario cultivation across the entire region and timeframe, releasing 40 application scenarios in four categories, including public services, alongside benchmark projects like the Workers' Stadium metaverse and robot restaurants. From bustling commercial districts to community streets, and from cultural venues to urban governance, Chaoyang leverages diverse application scenarios to ensure that new technologies and products can be validated, marketed, and developed into thriving ecosystems.

Fourth, Wu highlighted Chaoyang as a service highland that welcomes businesses with pro-commerce policies and attracts talent from near and far. The district continuously refines enterprise services, iteratively upgrades industrial policies, expands financial service matrices, and optimizes a tiered enterprise cultivation system to craft a "Beijing Service" model exemplar in Chaoyang. This year, it launched the "Yi Qi Ying" service plan to further integrate business support resources and enhance service efficiency. Leveraging the open leadership of the "Two Zones" and the international legal-commerce integration demonstration zone, Chaoyang has deepened institutional, service, and model innovations, achieving 107 institutional innovation outcomes, 15 of which have been replicated nationwide. The district introduced 16 measures to assist enterprises in going global, established two globalization enablement centers in the north and south, and provides full-chain overseas expansion services, ensuring foreign companies can establish roots and local enterprises can win globally.

Fifth, Wu described Chaoyang as a happy home characterized by warmth, human-centricity, and livability. Adhering to the principle that the best service is the best governance, the district champions the "Together Toward a Better Chaoyang" philosophy, continuously optimizing public service supply. It ranks second citywide in the "Seven Haves and Five Qualities" monitoring evaluation, and leads the city in public service quality satisfaction for three consecutive years, earning recognition as a national social credit system demonstration zone. Notably, education has achieved milestone breakthroughs, with college entrance exam candidate growth accounting for about one-third of the city's total, international school admission rates significantly rising, and middle school exam scores achieving historic leaps. Chaoyang is persistently building a "Garden City" and a 24-hour vibrant urban area, seamlessly blending work and life, tradition and modernity, and global trends with urban vitality. Wu hopes Chaoyang will not only be a place where careers launch but also a home where talent finds belonging and families thrive.
