Beijing Unveils Draft Rules to Reward High-Value Patents with Major Cash Grants

Beijing's municipal intellectual property authority has released a draft implementation plan aimed at channeling financial rewards toward high-value patents, a move designed to bolster the city's international competitiveness in innovation and reinforce its status as a global science and technology hub.

The proposed measures, now open for public comment, outline a tiered support system targeting three distinct categories of patent holders, with the maximum one-time grant reaching as much as 8 million yuan.

Under the draft rules, a "high-value patent" is defined as a patent granted by the national intellectual property regulator in a strategic emerging industry, or one that holds parallel patent rights in overseas markets.

The new policy framework emphasizes a clear shift in focus from patent volume to patent quality, aiming to steer innovation entities toward more meaningful and commercially significant intellectual property creation.

Adopting a differentiated approach, the plan tailors its support to the specific needs of various applicant groups, ensuring that resources are allocated where they can have the greatest impact.

For specialized and sophisticated small and medium-sized enterprises, the proposal targets high-value patent development in strategic emerging industries and future-oriented sectors. These companies could receive a one-time grant of up to 500,000 yuan, depending on their domestic intellectual property creation, management, and utilization performance.

For larger innovation entities, the plan supports the assembly of high-value patent portfolios around breakthroughs in critical core technologies. Awards in this category are determined through a comprehensive evaluation of the project's industry-leading position, the quality of its intellectual property portfolio, and the output of high-value patents, with each project eligible for a maximum one-time grant of 500,000 yuan.

Why focus on overseas patent filings?

To strengthen overseas intellectual property management and protection capabilities, the draft also provides support for international patent portfolio expansion. Applicants are assessed based on their overseas intellectual property creation, management, and protection proficiency, combined with their innovation index scores during the application period, making them eligible for a one-time grant of up to 8 million yuan.

Beyond financial incentives, the plan underscores the importance of industrial synergy, promoting a deep integration of intellectual property with both the industrial and innovation value chains. Additionally, it places a premium on performance outcomes, linking grant disbursements to key performance indicators such as patent product registration, innovation index scores, and the degree of industrialization achieved, thereby enhancing the overall efficiency of fiscal spending.
