Bidding Results Announced for 1.2GW Gansu Solar EPC Project with Winning Prices as Low as 1.7 Yuan per Watt

The results for the engineering, procurement, and construction (EPC) contract of a major 1.2-gigawatt solar photovoltaic project in Gansu Province have been made public, revealing competitive bid prices.

According to the announcement, the project is divided into two lots. For Lot II, which has a capacity of 614.4 megawatts (AC side), the consortium led by China Energy Engineering Group Zhejiang Electric Power Design Institute Co., Ltd. and including China Construction Second Engineering Bureau Co., Ltd. has been ranked as the primary preferred bidder. Their submitted bid amounts to 11.2868 billion yuan, translating to an average unit price of 1.84 yuan per watt.

For Lot III, with a capacity of 585.6 megawatts (AC side), a joint venture led by China Energy Engineering Group Zhejiang Electric Power Design Institute Co., Ltd. and including China Water Resources and Hydropower Third Engineering Bureau Co., Ltd. is the primary preferred bidder. Their bid is valued at 9.952246 billion yuan, equating to a lower average unit cost of 1.70 yuan per watt.

The project owner is Gansu Gulang Longdian Ruzhe Huanghuatan Energy Co., Ltd. The extensive scope of the EPC contract encompasses the complete design (excluding preliminary design) and procurement for the solar array, related enclosure structures, an emergency observation platform, and auxiliary facilities. The procurement responsibilities include technical services, manufacturer training, transportation, and transport insurance, but exclude certain major equipment designated for owner procurement.
