Hunan Discloses 15 Cases of Officials Involved in the Pharmaceutical Sector, Involving Multiple City and County Leaders

According to a report on the WeChat public account "Three Xiang Discipline," Hunan Province's Discipline Inspection and Supervision Commission has publicly released typical cases of leadership misconduct in hospital projects and bid procurement of pharmaceutical equipment over recent years. These 15 cases involve several senior officials, including Lei Shaoye, former director of the Hunan Provincial Department of Industry and Information Technology and former secretary of the Huaihua Municipal Committee, and Fan Xiaoxin, former chairman of the Changsha Municipal Political Consultative Conference.

The report highlights that between 2011 and May 2023, Lei Shaoye, by leveraging his positions as a member of the Loudi Municipal Committee, director of the Organization Department, director of the United Front Work Department, and secretary of the Huaihua Municipal Committee, illegally intervened in drug distribution for a hospital in Loudi and the procurement of ultra-high-end CTs for a hospital in Huaihua. He, in collusion with his brother, received large amounts of illicit benefits. Lei was also implicated in other serious violations of discipline and law, leading to his expulsion from the Party and dismissal from public office in December 2024, with his criminal allegations referred to judicial authorities.

From 2007 to 2017, Fan Xiaoxin, during his tenure as a member of the Changsha Municipal Committee, director of the Organization Department, and chairman of the Political Consultative Conference, illegally facilitated a pharmaceutical company's procurement of hemodialysis equipment and supplies for various hospitals in Changsha and Liuyang, accumulating substantial illicit wealth. He also faced severe disciplinary violations, was expelled from the Party in June 2024, and had his retirement benefits revoked, with criminal allegations transferred to the judicial system.

Additionally, from 2019 to 2021, Li Chao, who served as a member of the Chenzhou Municipal Committee, secretary of the Municipal Discipline Inspection Commission, and director of the Municipal Supervision Commission, provided assistance to secure procurement contracts for advanced color Doppler ultrasound diagnostic equipment at a hospital, receiving significant illegal benefits. He faced other serious violations and was expelled from the Party and public office in January 2024, with his suspected criminal behavior sent to judicial authorities.

Similarly, between 2019 and 2021, Hu Xuyang, during his time as a member of the Hengyang Municipal Committee and director of the Organization Department, assisted in the procurement of construction projects for a maternal and child health service center, illegally benefitting from substantial sums. He also encountered serious violations that led to his expulsion from the Party and public office in January 2024, with his criminal conduct forwarded to judicial authorities.

The report also exposed that from 2016 to 2017, Tang Zuoguo, while serving as secretary of the Taoyuan County Committee, provided assistance for a hospital's relocation project while receiving illegal benefits. He faced multiple violations leading to expulsion in January 2024 and has had his suspected unlawful activities referred to judicial entities.

Other officials involved included Liu Dongsheng, former deputy governor of Xiangxi Prefecture, and Huang Zhiwen, former secretary of the Suxian District Committee in Chenzhou. Liu was implicated in illegally intervening in a hospital's relocation medical equipment procurement project while in office, receiving bribes during his term, and he was expelled and dismissed from his roles in October 2025, with criminal allegations sent to judicial authorities. Huang, serving in various positions from 2012 to 2024, unlawfully interfered in medical equipment procurement for hospitals and was expelled in May 2024, with his criminal allegations accordingly referred.

There were also corrupt elements in the health system itself. The Hunan Provincial Discipline Inspection and Supervision Commission disclosed that between 2010 and 2023, Hu Shixiong, while holding various positions at the provincial CDC, illegally facilitated procurement operations for multiple pharmaceutical companies, in exchange for large bribes. He faced serious violations and was expelled in March 2024, with his criminal issues sent to judicial authorities.

Furthermore, from 2016 to 2024, Xia Da, serving as secretary and director of the Yiyang Fourth People's Hospital and the Municipal Health Commission, provided assistance to multiple pharmaceutical companies in sales and procurement, benefiting illicitly, and was expelled in October 2025, with his alleged criminal actions forwarded.

The commission indicated that these 15 cases reveal significant loopholes in the critical areas of medical device and pharmaceutical procurement, highlighting a blatant disregard for rules among certain officials. The serious handling of these cases demonstrates a firm commitment to comprehensive strict governance of the Party and the ongoing fight against corruption. Officials are urged to heed these warnings, uphold self-discipline, use their power fairly, and prevent relatives and associates from exploiting their influence in the medical field.
