Hunan Sets Sights on Becoming a Robotics Powerhouse, Targeting 200 Billion Yuan in Revenue by 2030

Hunan province has unveiled a comprehensive blueprint to accelerate the growth of its intelligent robotics sector, setting ambitious financial targets and outlining a strategic focus on three core areas. The newly issued implementation plan aims for the province's intelligent robotics industry chain to reach 100 billion yuan in revenue by 2028 and double that to 200 billion yuan by 2030. This ambitious goal is designed to position Hunan within the nation's top tier for the industry.

A provincial press conference detailed the strategy, which includes ten key initiatives ranging from cultivating leading enterprises and building a closed-loop supply chain to boosting innovation capabilities and opening application scenarios. The plan also emphasizes financial support, talent acquisition, and enhancing data and computing power infrastructure. The province will focus on developing industrial robots, service and consumer robots, and specialized operation robots over the next five years, while also encouraging companies in sectors like construction machinery, rail transit equipment, and aerospace to pivot into intelligent robotics.

The initiative aims to cultivate around five chain-leading enterprises by 2028 and about ten by 2030. The government will encourage public entities and state-owned enterprises to open up application scenarios, dynamically publish lists of demands and capabilities, and support about 20 typical scenarios annually. To drive product innovation, the plan will support around 30 innovative products each year, facilitating mass production and iterative upgrades.

Financially, Hunan will leverage the Jinfurong Investment Fund to accelerate the establishment of a future industry sub-fund with a target scale of 10 billion yuan, channeling more social capital into the sector. A provincial official emphasized that this plan is a critical step in advancing Hunan's advanced manufacturing base, preparing for the "15th Five-Year Plan," and accelerating the transformation of old and new economic drivers.

The province boasts four major advantages for developing the robotics industry: a robust manufacturing base, a complete supporting supply chain, strong innovation support, and a wealth of distinctive application scenarios. In 2025, the industry chain's scale is estimated at around 50 billion yuan, with 78 major enterprises reporting revenues of 10.25 billion yuan, a 20.2% year-on-year increase. Profits reached 400 million yuan, up 70.2%, while service and consumer robot output grew by 33.4% and sensor output by 21.8%. The industry has achieved a compound annual growth rate of over 30% in the past three years, nearly 10 percentage points higher than the national average.

Currently, Hunan is home to over 300 intelligent robotics-related companies, including more than 20 national-level "little giant" firms known for their specialization and innovation. Upstream companies make up about 59% of these and have established national competitiveness. For example, Yueyang Inovance Technology produces 7 million servo motors annually, accounting for nearly 30% of the national market share. Wanxin Precision's harmonic reducers have broken foreign monopolies, passing over 10,000 hours of continuous fatigue testing. Jingjia Micro is developing the country's first physical AI chip for robots, while Goke Microelectronics has shipped over 300 million smart vision chips and holds the largest market share.

Leading companies are also actively exploring the intelligent robotics field. Zoomlion Heavy Industry has completed the global debut of its self-developed embodied intelligence operating system. Lens Technology's robotics arm, with its vertically integrated platform from core components to assembly, shipped over 3,000 humanoid robots and over 10,000 quadruped robot dogs in 2025, with an annual production capacity of 500,000 units.

According to the implementation plan, different cities in Hunan will pursue differentiated development to create at least two provincial-level intelligent robotics industry clusters. Changsha will focus on robot bodies, high-end controllers, and embodied intelligence algorithm R&D, serving as the province's technology source and innovation hub. Zhuzhou, Xiangtan, and Hengyang will specialize in motors, electronic controls, precision joints, and general-purpose components. Shaoyang will focus on industrial robot wiring harnesses and joint motors, while Yueyang will develop servo motors. Changde will focus on joint connectors, structural parts, and data services, and Yiyang will develop carbon-based composite materials and electronic components. Chenzhou will concentrate on service and consumer robots, Yongzhou on joint modules and servo motors, and Loudi on precision casting and forging components and smart home service robots.
