Wujiang District, Suzhou: Private Economy Leads the Integration of "Two Industries"

As a hub for private economy in Jiangsu and a core area for smart manufacturing in Suzhou, Wujiang District has pioneered a distinctive path for high-quality county-level economic development by deepening the integration of advanced manufacturing and modern services (referred to as "two-industry" integration).

In 2022, the district was selected as part of Jiangsu’s second batch of pilot zones for deep "two-industry" integration. Today, it has established a comprehensive development framework featuring "policy guidance, platform support, innovation-driven initiatives, environmental safeguards, and regional coordination."

**Private Economy as the Foundation** The confidence behind Wujiang’s "two-industry" integration stems from its robust private economy and well-developed industrial ecosystem. As a leader in Jiangsu’s private sector, the district has nurtured several globally competitive enterprises—six of which rank among China’s top 500 private firms, and four among China’s top 500 enterprises. Notably, Hengli Group and Shenghong Group have secured positions in the Fortune Global 500, ranking 81st and 161st respectively, forming a "leader-led, tiered follow-up" corporate development pattern.

The capital market performance is equally impressive. As Suzhou’s primary hub for smart manufacturing, Wujiang hosts 33 listed companies domestically and internationally, with a combined market capitalization nearing 300 billion yuan, injecting sustained capital momentum into industrial integration. At the cluster level, four 100-billion-yuan industries—electronics, high-end textiles, equipment manufacturing, and new materials—remain solidly rooted, while emerging sectors like digital, innovation, headquarters, service, and lakeside economies are rapidly growing, creating a "traditional industries as the base, new industries as enablers" integration trend.

**Dual Mechanisms for Synergy** Wujiang has precisely grasped the core logic of "two-industry" integration—mutual empowerment—by combining policy guidance with market forces to establish a coordinated mechanism for manufacturing servitization and high-end producer services. This approach enables manufacturing and services to enhance each other’s value.

Focusing on next-gen IT, Wujiang provides comprehensive support for newly recognized Suzhou-level service-oriented manufacturing demonstration enterprises (projects), pushing firms beyond their traditional role as "single-product suppliers." Today, more manufacturers are transforming into integrated service providers of "smart products + value-added services." Additionally, centered on digital transformation, Wujiang extends technology- and knowledge-intensive services toward specialization and high-end development, fostering a virtuous cycle where "services follow manufacturing, and manufacturing elevates services."

**Exemplary Platforms as Drivers** By consolidating industrial chains, Wujiang channels resources toward dominant players, empowering leading enterprises and key clusters to pilot integration models. To date, the district has cultivated two provincial-level "two-industry" integration pilot clusters, 23 provincial pilot firms, and three provincial benchmark enterprises—all metrics ranking among the top in Jiangsu’s counties.

Bozhon Precision Industry exemplifies this transformation. With 19 years in smart manufacturing equipment, the company offers end-to-end services—from consulting and planning to automation upgrades, digital transformation, and smart factory integration—tailored to diverse industry needs. Its nationwide network of branches and service centers provides rapid-response technical training, maintenance, and on-site installation, making it a model for "manufacturing extending into services."

**Innovation Breaking Barriers** To bridge innovation and industrial chains, Wujiang fosters a demand-driven industry-academia-research collaboration model. Through engineering research centers and innovation hubs, it facilitates joint R&D, technology transfer, and patent commercialization, addressing disconnects and weak integration momentum.

Further accelerating innovation flows, Wujiang employs "policy + market" dual drivers to pool talent, technology, capital, and services toward integration-focused firms and platforms, deepening the interplay between sci-tech innovation and industrial synergy for faster productivity conversion.

**Cross-Regional Synergy** Leveraging the Yangtze Delta Eco-Green Integrated Development Demonstration Zone, Wujiang is elevating "two-industry" integration from county-level practice to regional coordination, setting higher benchmarks for cross-border synergy.

Currently, the district is collaborating on the *Implementation Plan for Cross-Regional Integration of Advanced Manufacturing and Modern Services in the Demonstration Zone*, outlining a blueprint across five dimensions: key industrial integration, cross-regional collaboration pathways, stakeholder roles, scenario innovation, and high-standard ecosystems—positioning "two-industry" integration as a "new link" in regional development.

Looking ahead, as policies deepen and regional cooperation expands, Wujiang is poised to deliver more landmark outcomes in integration, offering replicable models for county-level economic transformation and nationwide "two-industry" synergy.
