Market Regulator Issues Pricing Compliance Guidance for Solar Industry

On July 31, the State Administration for Market Regulation conducted pricing compliance guidance for the solar photovoltaic industry in Yancheng City, Jiangsu Province. This initiative aims to implement the central government's and the State Council's strategic decisions to deeply address "involution-style" competition, encouraging solar companies to shift from "competing on price" to "competing on quality" to promote high-quality development in the sector.

The regulator emphasized that solar companies must fully understand the current industry development landscape. They should proactively strengthen cost accounting management, establish and improve pricing compliance systems, and conduct comprehensive self-inspections and corrections. Firms are urged to firmly embrace the principles of compliant operations and rational competition, resist malicious low-price competition, and maintain orderly market pricing.

Leading companies are expected to play a demonstrative and guiding role, strictly regulating their own pricing and competitive behaviors to set industry benchmarks. Industry associations must enhance self-discipline in accordance with the law, promote the implementation of the "General Principles for Cost Accounting Models in the Solar Industry" standard, and guide solar companies to prevent and stop pricing violations such as below-cost sales.

The State Administration for Market Regulation will balance regulatory oversight with development promotion, linking corporate cost accounting with pricing enforcement. This will be achieved through a combination of measures including reminders, compliance consultations, and administrative guidance to steer solar companies toward standardized pricing competition. For market entities that face strong industry complaints, severely disrupt market order, or fail to rectify issues after being reminded, the regulator will take legal action with serious consequences.

Officials from relevant departments of the State Administration for Market Regulation, the National Development and Reform Commission, the Ministry of Industry and Information Technology, and the Ministry of Commerce, along with local market regulatory authorities from Jiangsu, Zhejiang, Anhui, and Xinjiang, as well as representatives from the China Photovoltaic Industry Association and 27 solar companies, participated in the event.
