Beijing CBD Boasts 20 Office Towers with Over 1 Billion Yuan in Tax Revenue, Aims to Develop Central Activity Zone

At the 2026 "Two Sessions" of Chaoyang District, it was announced that Beijing's Central Business District (CBD) now houses 20 office buildings each generating over 1 billion yuan in tax revenue, three buildings exceeding 5 billion yuan, and one building surpassing 10 billion yuan. Moving forward, the district plans to transform into a Central Activity Zone (CAZ) for international consumption.

Song Weijie, Deputy Director of the Beijing Central Business District Administrative Committee, highlighted that during the "14th Five-Year Plan" period, the CBD's role as an economic stabilizer has become increasingly significant, with tax revenue in the functional area growing steadily and accounting for over 60% of the district's total. By 2025, the number of buildings generating over 100 million yuan in tax revenue exceeded 140, including the 20 buildings over 1 billion yuan, three over 5 billion yuan, and one over 10 billion yuan.

The number of foreign-funded enterprises in the area has surpassed 10,000, representing more than 60% of the district's total. Regional headquarters of multinational corporations have increased to 125, accounting for over 70% of the district's total, while there are approximately 300 licensed foreign-funded financial institutions, making up more than 80% of the district's count.

In 2026, Beijing CBD will accelerate the development of the "Two Zones" (National Comprehensive Demonstration Zone for Expanding Opening Up of the Service Sector and China (Beijing) Pilot Free Trade Zone), actively promoting the implementation of demonstrative and landmark projects to form replicable and scalable reform pilot experiences. Efforts will continue to build an international consumption experience area by upgrading consumption formats and strengthening the introduction of flagship stores, new product launches, and international consumer brands.

Innovative consumption scenarios will be created, featuring commercial complexes dedicated to fashion sports and trendy styles, alongside cultural consumption landmarks. The international consumption environment will be optimized by promoting the "shop tax refund" service for overseas visitors, building a matrix of cultural IP and international consumption experience activities, and ultimately creating a 7x24 hour Central Activity Zone (CAZ).
