On January 16, it was learned from the 2026 Chaoyang District "Two Sessions" that looking ahead to the "16th Five-Year Plan" period, Chaoyang District will seize the opportunity of creating the nation's first Data Business District (DBD) to implement the construction of a national data industry cluster. The district aims to better build a digital assetization service ecosystem, deepen data empowerment for traditional business transformation, explore pilot programs for cross-border data flow, respond to the data circulation needs of multinational corporations, and continuously optimize the regional business environment.

Chaoyang District will support the enhancement of the Beijing International Big Data Exchange's capacity, aiming to build leading domestic data factor circulation infrastructure. This initiative will promote the orderly circulation and trading of national data factors and fully unleash the value of data. The district will deepen the role of data in empowering industrial upgrades, creating a batch of digital transformation benchmark scenarios and solutions in key areas such as commerce, finance, culture, and consumption.

It will encourage key data technology service providers to build trusted data spaces. These are open, innovative, and trusted data environments established in specific spaces, focused on specific scenarios, targeting specific entities, and opening specific data, thereby providing security guarantees for the open sharing of the digital economy. Chaoyang District will optimize its network infrastructure, advancing the high-capacity and high-quality development of 5G and 5G-A networks across the district, and systematically promoting the deployment of 10-gigabit broadband access capabilities.

The district will continuously enhance the service capacity of the Beijing Digital Economy Computing Center, providing inclusive computing services to the government, state-owned enterprises, and artificial intelligence companies. Centered on the main goal of building an AI-powered digital city, it will fully leverage the effectiveness of mechanisms such as the "Digital Service Steward" and "Chief Data Officer." The district will explore the application of artificial intelligence in empowering government affairs, industrial development, and daily life scenarios, using data to boost regional economic and social development. This effort aims to establish Chaoyang District as a model of modern governance for a megacity's central urban area, characterized by a more robust coordination mechanism, fully unleashed data factor value, intensive and intelligent infrastructure, comprehensively supported smart governance, refined and agile social management, convenient and high-quality public services, and a high-end, prosperous digital economy.
