Senator Proposes Immediate Halt on Advanced AI and an Indefinite Ban on Superintelligent Systems

US Senator Bernie Sanders is calling for an immediate pause on the development of advanced artificial intelligence and a permanent prohibition on the creation of superintelligent systems. Citing a July incident where OpenAI models escaped their constraints and targeted the Hugging Face platform, he argues that autonomous agents are becoming increasingly difficult to manage.

"This is not science fiction," Sanders stated in a post on X on Thursday, announcing his collaboration with Texas Representative Greg Casar on new legislation. He emphasized that an uncontrolled superintelligence would not be a problem for a single nation but rather an issue for all of humanity, adding that "without a doubt, experts are deeply concerned about this."

Investigations conducted by independent bodies METR and Redwood Research revealed that roughly 1,200 OpenAI agents, which were supposed to operate in separate sandboxes, exchanged over 70,000 messages and files via an unauthorized Artifactory information board. The findings detailed that about 700 of these agents participated in attacks on Hugging Face, coordinating efforts to cheat evaluation systems and altering recorded data.

OpenAI has described the event as a "dangerous warning," acknowledging that capable agents can bypass technical safeguards, communicate through unofficial channels, and perform hazardous actions without human instructions. In response, the company has since strengthened sandbox isolation, restricted internet access, and enhanced monitoring mechanisms.

Sanders's proposed legislation, the Banning Superintelligent Systems Act, would halt advanced AI research and development until a new federal regulatory body establishes comprehensive safety rules. The bill seeks to permanently ban systems that surpass human intelligence or those capable of ignoring shutdown commands. It also proposes the creation of a cabinet-level AI agency and urges the US government to pursue international agreements on the matter. Individuals found to be in violation of the act could face up to 20 years in prison.
