Recently, Xiao Mingquan, a villager from Maluyan Village in Xifeng County, was enrolled in a social assistance program. Previously, due to a leg condition, he was reluctant to apply for subsistence allowances, fearing the hassle of traveling to the township office, submitting documents, and waiting for approvals. On April 27, township social affairs staff proactively visited Xiao Mingquan, providing him with a promotional poster. He then scanned a QR code to access the "Qianxin Help" mini-program and submitted his application online. "I didn't need to travel at all—it was so convenient," he said.

To promote the implementation of the Social Assistance Law and leverage the "big data comparison + on-the-ground inspection" approach, the Guiyang Civil Affairs Bureau launched the "Assistance When You're in Need" campaign this year. This initiative extended services to neighborhoods and rural areas, distributing over 32,000 promotional materials, conducting more than 90 on-site assistance sessions, and providing "knock-and-care" visits to over 34,000 people in need. To date, the city has included 80,100 individuals in subsistence allowance or special hardship programs, disbursing 408 million yuan in aid. Additionally, 1,742 people have sought help online, with 318 subsequently enrolled in assistance programs. Addressing Elderly Care Shortfalls: Making 'Home-Based Happiness' Accessible

Zhou Hua, an 88-year-old resident of the Hongyandongju Community in Nanming District, once felt lonely at home. Now, she eagerly visits the community's elderly care station daily to play chess and do crafts, filling her schedule with activities and laughter with friends. In Guiyang, community-based elderly care stations are supporting a happy retirement for the silver-haired population.

The Guiyang Civil Affairs Bureau integrates correct performance metrics with reforms in elderly care services and the implementation of practical projects. It focuses on addressing gaps in elderly care, such as improving fire safety compliance in nursing homes, enhancing basic services at community care stations, and distributing consumption vouchers to moderately or severely disabled seniors. Currently, the city has 102 registered and operating nursing homes meeting fire safety standards, and has processed over 30,000 vouchers for disabled elderly individuals. This ensures the safety of residents in nursing homes, extends care coverage to homes, strengthens support for disabled seniors, and boosts overall satisfaction, sense of gain, happiness, and security among the elderly.

Focusing on Real Pain Points: Urban Warmth Reaches Every Heart

In April, in the Baiyun District's Jian'an Community low-rent housing area, a teenager named Xiao Zhang, living with his elderly grandmother, was on a leave of absence from school and struggling with poor mental health. After the Green Flower City Community Children's Home learned of this, a care team from the Pea Family Children's Development Center and the community committee launched a "breakthrough" rescue effort. A psychologist from the center engaged Xiao Zhang through light topics like his hobbies, patiently offering companionship and guidance. Over a month later, the boy gradually opened up, began to smile more, and on June 30, he voluntarily returned to school.

This year, the Guiyang Civil Affairs Bureau has focused on children's pain points such as "difficulty in after-school care," "tutoring challenges," "lack of companionship," and "weak protection." It has responded to children's needs in academics, safety, and psychological development. The city has invested 2.18 million yuan and 2.2 million yuan from provincial and municipal budgets, respectively, to support 43 children's home service improvement projects. Through government procurement, social organizations have been brought in to provide regular services at these homes, including academic tutoring, social integration support, mental health education, safety guidance, recreational activities, and family education. To date, 1,044 activities have been held, serving over 50,000 children.

In early March, the Guiyang Rescue Management Station received a request to help identify a person. A patient named Wang, who had been treated in a local hospital for over a year, could not recall his identity due to illness, his memory fragmented like scattered paper. The station's staff issued public notices, coordinated with police for biometric comparisons, and meticulously reviewed every lead. Their persistent efforts confirmed Wang's identity as a resident of Huangyan District, Taizhou City, Zhejiang Province. His family had been searching for him for 25 years. On April 8, the station's director led a team to escort Wang from Guizhou back to Zhejiang, reuniting him with his family. Letters of gratitude and a banner arrived from Taizhou, expressing deep appreciation. So far this year, Guiyang has successfully helped 10 unidentified individuals find their families and return home.

From online assistance applications to the laughter of the elderly, from a school dropout's return to classroom to the reunion of a lost individual with family—these stories of doors opened, lights turned on, and tasks accomplished have transformed "livelihood checklists" into "happiness receipts" for the public, allowing the city's warmth to permeate every household and reach every heart.
