MEITUAN-W Launches Social Security Initiative in Two Cities, Offering 50% Insurance Subsidies for Delivery Riders

MEITUAN-W continues to explore social security solutions tailored for new employment formats, recently launching a pilot program for delivery rider pension insurance subsidies in Quanzhou, Fujian Province and Nantong, Jiangsu Province. This innovative initiative, based on flexible employment insurance participation policies, focuses on covering 50% of pension insurance costs for eligible riders. The measure directly reduces riders' premium burden, with the initial pilot program set to gradually expand nationwide, marking a significant step in improving the multi-layered protection system for riders.

The rider social security program adopts a "four-no-restrictions" design principle to ensure universal coverage: no prerequisite qualification requirements, allowing riders to participate as long as they meet national flexible employment insurance conditions without signing commitment letters or waiting for invitations; no geographical restrictions, supporting riders in paying social security either at their registered residence or actual workplace according to personal planning; no minimum work hours or order volume requirements, enabling riders to arrange their delivery schedules autonomously without minimum workload constraints; no differentiation by delivery type, with the policy equally open to all types of riders.

This open framework particularly suits the highly mobile characteristics of the rider community - data shows that 81.6% of platform riders are migrant workers, with 40% working across provinces. Currently, a rider working in Quanzhou with monthly income reaching the local minimum contribution base of 4,433 yuan would pay 886.6 yuan monthly at a 20% rate and receive a 443.3 yuan cash subsidy from the platform; Nantong riders can receive 487.9 yuan subsidies based on a 4,879 yuan contribution base.

The rider social security program establishes a scientifically reasonable entry mechanism. Riders whose monthly income reaches the minimum contribution base of their workplace and meets this condition for three cumulative months within six months automatically qualify for subsidies. For seasonal or temporary workers, the mechanism provides flexibility - for example, riders returning home for agricultural work can maintain insurance benefits as long as they meet basic conditions during specific periods. This design fully responds to characteristics revealed in 2024 platform data: 89% of riders participate in delivery work part-time or as a side job, requiring protection schemes to adapt to their flexible employment transitions.

Notably, this rider social security pilot complements the nationwide "new workplace injury" protection program currently being implemented. Since participating in workplace injury protection pilots in July 2022, MEITUAN-W has paid over 1.4 billion yuan in premiums across seven provinces and cities, benefiting over 6 million riders. This year, the protection will expand to 17 provinces and cities, achieving more comprehensive occupational risk coverage. By building a dual-pillar system of "workplace injury insurance as foundation, pension insurance for long-term planning," MEITUAN-W is systematically enhancing riders' occupational security.

Industry experts note that this approach of reducing insurance costs through actual subsidies maintains flexible workers' autonomy while strengthening social security's safety net function, playing an important "reservoir" role in stabilizing the employment market. With the expansion of offline social security consultation points and continued simplification of insurance processes, more riders will tangibly benefit from the long-term protection provided by social insurance.
