Official Embezzles Nearly 10 Million in Maintenance Funds via Personal Payment Code, Affecting Over 3,000 Households in Hunan

A housing security official in Hunan province, surnamed Zhou, embezzled 9.93 million yuan ($1.4 million) in property maintenance funds by using his personal payment QR code and misappropriated an additional 1.72 million yuan in public funds for personal and family expenses. He was sentenced to 11 years and six months in prison and fined 1 million yuan.

On December 9, China's Supreme People's Court and Supreme People's Procuratorate released five typical cases of corruption involving public interests to highlight judicial efficiency and serve as a deterrent. Zhou's case was among them, where he was severely punished for embezzling and misusing property maintenance funds on a large scale.

The defendant, Zhou (born in 1985), formerly served as director of the Market Service Office at a county housing security center in Hunan. From April 2012 to December 2022, while holding positions in property management and law enforcement, Zhou collected maintenance funds via his personal QR code, issued fake receipts, and withheld the funds from official accounts, pocketing 9.93 million yuan. Separately, between June 2015 and September 2018, he diverted 1.72 million yuan in public funds to repay personal debts, failing to return the money for over three months. The misappropriated amount was later fully repaid before the case came to light.

On July 19, 2023, prosecutors charged Zhou with embezzlement and misappropriation of public funds. On December 4, the court sentenced him to 11 years for embezzlement and eight months for misappropriation, with a combined penalty of 11 years and six months plus a 1-million-yuan fine. Zhou did not appeal, and the verdict is final.

The case spanned a decade, implicating over 3,000 households and involving 2,000 pieces of evidence. Authorities confirmed the embezzlement of 9.93 million yuan with solid proof. Investigators also uncovered Zhou's attempt to evade asset recovery by faking a divorce with his ex-wife to transfer property. After legal persuasion, Zhou and his ex-wife voluntarily surrendered 10.62 million yuan in assets for judicial disposal.

The Supreme People's Court and Procuratorate emphasized that housing security is a critical livelihood issue, and property maintenance funds are vital for residential safety. Misusing such funds severely violates homeowners' rights. Judicial authorities ensured strict punishment while prioritizing asset recovery, urging Zhou and relatives to make restitution.

To prevent similar corruption in housing security—a sector prone to graft due to high capital flows—authorities have strengthened oversight, issued policy recommendations, and launched rectification campaigns to safeguard maintenance funds.
