This year, the Xining (National) Economic and Technological Development Zone has focused on investment attraction and industrial upgrading, actively leveraging the "flying economy" model to drive cross-regional industrial collaboration, particularly in niche sectors such as medical devices. As of November 16, the zone has achieved significant results in medical device investment, with the Biological Industrial Park and Dongchuan Industrial Park collectively attracting 20 medical device manufacturing and supporting service projects. These projects span various fields, including medical dressings, high-end medical consumables, in-vitro diagnostic reagents, oxygen generation equipment, and oxygen therapy solutions.
In a notable example of the "flying economy" model, the Xining Development Zone successfully introduced a micro-hyperbaric oxygen chamber project by Shanghai Jianhui Information Technology Co., Ltd. With a total investment of 300 million yuan, the project is located in the standardized factory buildings of the zone’s pharmaceutical industrial park. It plans to establish an intelligent production line with an annual capacity of 500 micro-hyperbaric oxygen chambers, expected to generate 150 million yuan in annual output value. This initiative not only strengthens Xining’s oxygen supply chain but also fills a gap in high-altitude high-end oxygen therapy equipment manufacturing, advancing the region’s medical device industry toward high-end, intelligent, and specialized development.
To ensure efficient project implementation, the Xining Development Zone has established a "full-cycle, precision-oriented" service system. Through a dual-track mechanism of "special teams + dedicated personnel," it provides end-to-end support for administrative procedures and resource allocation, creating a closed-loop service model where "enterprises speak, and teams act." Currently, the project’s core component—the oxygen supply system’s oxygen inhaler—has completed product registration, while the oxygen concentrator’s Class II medical device registration is progressing smoothly.
Additionally, the zone has deepened cross-regional coordination under the "flying economy" framework, establishing a regular liaison mechanism with the "source region" of Golog Tibetan Autonomous Prefecture. This collaboration clarifies complementary resources and profit-sharing arrangements, providing institutional support for project implementation. The Xining Development Zone has also proactively engaged with the Qinghai Provincial Medical Products Administration to create a "six-party linkage" communication platform. A "Medical Device Product Registration Review and Approval Workstation" was set up in the Biological Industrial Park, offering enterprises one-stop services such as registration guidance, technical standard interpretation, and document pre-review. To date, over 30 companies have received registration and approval advisory services.
