Jiangsu Telecom Appoints Xiao Jianghao as New Deputy General Manager

According to internal sources at China Telecom Group, Jiangsu Telecom has confirmed its new deputy general manager to fill the vacant second-in-command position. Xiao Jianghao, currently a vice general manager, will take on this additional role concurrently. This appointment significantly elevates Xiao's standing within the company's management hierarchy, making him the second-highest ranking executive at Jiangsu Telecom after the general manager.

Prior to this adjustment, Xiao ranked approximately third among the vice general managers, behind Party Discipline Secretary Peng Ren and Vice General Manager Xie Yang. His promotion is directly related to the advancement of his predecessor Ye Kai. Earlier this year, Ye Kai, former deputy Party secretary and vice general manager of Jiangsu Telecom, was promoted to general manager of Tianjin Telecom, creating the vacancy that Xiao now fills.

Several factors contributed to Xiao Jianghao's selection for this important role. First, his young age represents a significant advantage. Born in 1983 in Yangzhou, Jiangsu Province, and a graduate of Nanjing University of Posts and Telecommunications, the 42-year-old executive aligns with China Telecom's emphasis on "younger cadre development."

Second, Xiao has demonstrated exceptional performance in recent years and is recognized as an "innovative talent" valued by the group. His rapid ascent from assistant general manager at a prefecture-level subsidiary to deputy general manager at the provincial level in just a few years is remarkable.

Career records show that as recently as 2017, Xiao served as assistant general manager of Suqian Telecom under then-general manager Zuo Ming, who has since been transferred to serve as general manager of Nanjing Telecom at the same administrative level. In 2021, following Zuo's departure, Xiao was appointed general manager of Suqian Telecom at age 38.

After just one year in that position, Xiao was recalled to the provincial headquarters as assistant general manager of Jiangsu Telecom. By 2024, he was promoted to vice general manager of Jiangsu Telecom at age 41, making him one of the youngest provincial subsidiary vice general managers in the industry.

Notably, Xiao concurrently served as general manager of China Telecom's Unmanned Technology Innovation Center. When the original innovation center was dissolved earlier this year, he was appointed by the group headquarters as chairman of China Telecom UAV Technology (Jiangsu) Co., Ltd., a directly managed subsidiary.

Xiao Jianghao's youth, capability, and recognition as a strategic emerging technology talent by the group make his appointment to this senior position unsurprising.
