Shanghai has officially published its Civil Affairs Development Plan for the 15th Five-Year Plan Period, designed to propel the city's civil affairs sector toward higher-quality growth. The blueprint aligns with the national Ministry of Civil Affairs' 15th Five-Year Plan and the Shanghai Municipal Economic and Social Development Outline for the 15th Five-Year Plan.

A central target of this initiative is to ensure that nursing-type beds account for over 75% of total capacity in elderly care institutions, signaling a strong commitment to meeting the needs of seniors requiring intensive support. The plan outlines a comprehensive roadmap for upgrading services, improving infrastructure, and enhancing the overall well-being of citizens across the municipality.

To complement these policy efforts, the Suishenban Citizen Cloud platform has rolled out a series of senior-friendly digital services designed to simplify daily life for older residents. These tools are conveniently accessible via the app, WeChat mini-program, or Alipay mini-program, making it easier than ever for families to support their elderly loved ones.

One standout feature is the Elderly Care Service Zone, accessible by searching for "养老服务专区" in the homepage search bar or through the popular services section. This dedicated hub adopts an integrated approach, allowing citizens to handle multiple tasks in one place. Users can apply for admission to nursing homes, as well as process high-frequency requests such as senior comprehensive allowances and care service subsidies online. The goal is to deliver a seamless, efficient experience with "smart processing" and "automatic qualification without application," ensuring that seniors and their families spend less time on paperwork and more time on what matters.

With these digital advancements, the city is making strides toward a more inclusive and responsive care ecosystem, urging residents to share these convenient tools with family members to enjoy a truly hassle-free service experience.
