China Unicom's Deputy General Manager Outlines Strategic Shift to Digital Services and International Expansion

At the 2026 MWC Shanghai event, China Unicom convened an International Partner Conference, featuring addresses from the company's Deputy General Manager, Miao Shouye, and GSMA CEO John Hoffman.

Miao Shouye stated that China Unicom is concentrating on core areas of connectivity, computing power, services, and security. The company is accelerating its transformation from a basic connectivity provider into a comprehensive digital services provider, positioning international development as a new engine for growth. This strategy is driven by product innovation and open collaboration, aiming to continuously enhance global operational capabilities. Aligned with the conference theme, he put forward four key proposals.

First Initiative: Collaborative Intelligent Network Development

The first proposal involves jointly building intelligent networks to solidify the foundation of connectivity. This includes deepening the co-construction and sharing of submarine cables, cross-border terrestrial cables, and overseas edge nodes. It also involves accelerating the development of global data intelligent networks, the Internet of Things, and satellite internet to create an integrated, interconnected network spanning air, space, land, and sea.

Second Initiative: Fostering a Computing Power Ecosystem

The second proposal focuses on jointly establishing a computing power ecosystem to explore new growth opportunities. This entails creating a cross-border cloud-based computing product portfolio to support the two-way circulation of cross-border computing power tokens, thereby seizing new business opportunities in token management.

Third Initiative: Developing Intelligent Services

The third proposal is to co-create intelligent services to enhance customer experience. This involves promoting the deep integration of digital and intelligent technologies into various industries and specific scenarios, developing more intelligent products and digital transformation solutions that meet the needs of international clients.

Fourth Initiative: Establishing a Security Framework

The fourth proposal is to collaboratively build a security system to strengthen development safeguards. This includes sharing technologies and operational platforms for network security, information security, and operational safety. It also involves promoting the secure and orderly flow of cross-border data, deepening joint prevention and governance of cross-border telecom fraud, and ensuring the stable, long-term development of the global digital economy.

During the conference, China Unicom unveiled its product globalization capability matrix, announcing that 32 products, including Cross-Border Intelligent Select Private Lines, have now extended their capabilities overseas. China Unicom expressed its commitment to working with global partners to embrace and shape the intelligent era together, fostering global connectivity, advancing worldwide digital transformation, and contributing to shared prosperity and mutual success.
