China Unveils 250 Billion Yuan Subsidy Program for Consumer Goods Replacement

In a move to boost domestic consumption, the government has allocated 250 billion yuan through an ultra-long special bond to support a nationwide program encouraging consumers to replace old household goods. This substantial subsidy aims to benefit households and stimulate business activity.

Policy measures are being intensified. According to the Minister of Commerce, by early March, the replacement initiative had already driven over 4.16 trillion yuan in sales, benefiting more than 531 million people. The program has been upgraded to version 2.0 this year, focusing on green and smart products as well as offline retail.

The upgrade signifies a shift towards more refined implementation. Analysts note that the 2026 policy emphasizes precision, targeting key product categories to enhance effectiveness. The appliance replacement program concentrates on six types of products: refrigerators, washing machines, televisions, air conditioners, computers, and water heaters, ensuring funds are used efficiently. The policy also promotes higher energy and water efficiency standards by subsidizing top-tier products, reinforcing green consumption trends.

The allocation of 250 billion yuan demonstrates both policy continuity and optimization. The replacement program has become a crucial engine for expanding domestic demand and stabilizing growth. Its impact is threefold: directly boosting consumer spending by lowering costs through subsidies, upgrading the structure of consumer goods by encouraging green and smart purchases, and fostering synergistic development across the industrial chain from production to recycling, supporting a green, low-carbon economic system.

The policy upgrade reflects an accurate reading of consumption trends. While continuing support for traditional durable goods, the 2026 program expands coverage to include digital and smart products. Initially covering phones, tablets, and smartwatches or bands, it now extends to smart glasses, meeting demand for new technology and innovative applications.

Experts believe the focus on green and smart goods addresses supply-side optimization. The current market lacks high-quality, intelligent products, and policy can accelerate supply improvements. Traditional sectors like home appliances and automobiles are being upgraded through tailored measures. By cultivating green and smart consumption habits, the policy provides application scenarios and a user base for industrial upgrading.

Industry representatives highlight that the 250 billion yuan scale acknowledges previous successes while allowing dynamic adjustments. Mechanisms like phased fund allocation, central-local coordination, and digital oversight ensure precise fund distribution, avoid overstimulation, and promote integration between consumption upgrades and industrial transformation. The "new" in replacement refers not just to new products but also to new market opportunities and industrial pathways created through policy support. Efforts will also support offline retail, encouraging physical stores to leverage their advantages, create diverse shopping experiences, and balance online and offline development.

Consumers are experiencing tangible benefits. A Chongqing resident reported replacing her decade-old, noisy, and inefficient refrigerator. With a 1,200 yuan subsidy and interest-free installment payments, her monthly cost dropped significantly, making the purchase affordable. A young consumer in Beijing benefited from government subsidies and flexible payment options, acquiring a new phone with minimal monthly payments equivalent to a daily milk tea expense.

Under Beijing's 2026 policy, individual consumers can receive a 15% subsidy on eligible appliances meeting top energy or water efficiency standards, and on digital products like phones, tablets, smart wearables, and smart glasses priced under 6,000 yuan. Subsidies are capped at 1,500 yuan for appliances and 500 yuan for digital items, effectively providing a 15% discount.

The program is designed to deliver real savings. Subsidies lower replacement costs, while installment plans ease financial pressure, allowing more families to enjoy quality improvements from green and smart products ahead of schedule.

Recent data shows the policy's effect. Sales of communication equipment grew 17.8% year-on-year, while home appliance and audio-video equipment sales rose 3.3%, with high-efficiency products seeing double-digit growth, indicating expanding demand for green goods.

Consumer structure upgrades and new consumption drivers remain key growth factors. Continued policy support is expected to sustain stable consumption growth.

Effective implementation relies on sound mechanisms and strict oversight. Guidelines ensure central and local governments share funding costs at a 9:1 ratio, with uniform subsidy categories and standards nationwide, while allowing local flexibility. Funds will be allocated quarterly to match market demand and macroeconomic cycles, with localities planning balanced usage.

Strengthened oversight includes interdepartmental coordination, price recording systems, and digital management of fund processes. Data sharing and verification mechanisms prevent fraud, with strict penalties for price manipulation or subsidy abuse.

The government aims to boost consumption through both intrinsic demand stimulation and supportive policies, using four approaches: adding income and quality supply, reducing consumer concerns, leveraging fiscal-financial multipliers, and removing barriers to consumption.

Last year, the replacement program generated 2.61 trillion yuan in sales, benefiting 366 million people. This year, support for offline retail will increase, focusing on high-impact categories like cars and major appliances, and adding new products such as smart glasses to extend benefits.

Market response confirms the program's success. A retail manager reported nearly 1,500 replacement orders generating approximately 8 million yuan in sales under the upgraded policy. Combined with brand and store discounts, the initiative activates demand for green smart appliances, with large-screen TVs, smart refrigerators, and digital products being top replacements, bringing advanced technology into ordinary homes.

Looking ahead, efforts will leverage China's vast market, implement consumption-boosting actions, increase household income, upgrade goods consumption, improve service consumption, and optimize the consumption environment.
