China to Issue 22 Billion Yuan Ultra-Long-Term Special Treasury Bonds for Scrapping Old Commercial Trucks

The Ministry of Transport announced on July 21st that the initiative to scrap and replace old commercial trucks will continue through 2026.

This effort will be backed by 22 billion yuan in ultra-long-term special treasury bonds, with a primary focus on supporting replacements with new energy heavy-duty trucks.

The "Two New" policy aims to vigorously boost consumption within the new energy heavy-duty truck market.

Additionally, efforts will concentrate on constructing over 3,000 electric heavy-duty truck charging and battery-swap stations.

These stations will be strategically located in key areas such as national expressways, busy sections of national and provincial highways, major city clusters like the Beijing-Tianjin-Hebei region, the Yangtze River Delta, the Guangdong-Hong Kong-Macao Greater Bay Area, and the Chengdu-Chongqing economic zone, as well as crucial logistics hubs including ports, mining areas, factories, and industrial parks.

The goal is to create a connected and networked energy replenishment infrastructure.

The policy will also encourage leading transportation enterprises, such as large carriers, express delivery and logistics companies, and large-scale freight fleets, to pioneer the adoption of new energy heavy-duty trucks in mainline highway transportation.
