Oil Nears $100 as OPEC+ Holds Firm: November Output Quotas Left Unchanged

As oil market supply and demand remain tight, OPEC+ has chosen to maintain the status quo.

During a video conference on Sunday, major OPEC+ member countries reached an agreement in principle to keep November oil production quotas unchanged. At the same time, international crude oil futures are approaching the $100 per barrel threshold, diesel retail prices have hit record highs, and the Group of Seven (G7) has announced the release of emergency strategic reserves to counter market pressure.

Behind this decision to hold steady is the substantial impact that ongoing conflict in the Middle East has had on OPEC+ member production. The Iran war has led to widespread output cuts across the Persian Gulf region, with actual production from major members such as Saudi Arabia, Iraq, and Kuwait still significantly below pre-conflict levels, rendering any prior quota adjustments by the group largely ineffective in practical terms.

Agreement in Principle Reached, November Quotas Unchanged

The seven-member group led by Saudi Arabia and Russia plans to keep production targets unchanged in November, in line with the existing roadmap.

OPEC+ had previously signaled that it would pause increases to production quotas before the end of this year.

Earlier, the alliance had reached several rounds of modest output increase agreements over the six months through August. However, due to the impact of the Iran war on Persian Gulf production, these output increases were largely symbolic in nature—their theoretical purpose was to gradually unwind the production cuts implemented in 2023 and to reserve space for Gulf member states to expand output once the conflict subsides.

The current tightness in the oil market has already raised alarm among major consuming nations. As the Middle East conflict continues to disrupt supply, international crude oil futures are once again approaching $100 per barrel, diesel pump prices have touched historic highs, and G7 nations have successively announced the release of emergency strategic reserves in an effort to stabilize market volatility and ease inflationary pressure.

For investors, whether oil prices can break through the psychological $100 threshold will depend largely on the trajectory of the Middle East situation and whether OPEC+ member actual production can gradually recover as the conflict eases.

The ministerial meeting process is relatively complex, and its direction will depend to a significant extent on the results of the ongoing member production capacity audit.

The overall oil production policy for next year will be finalized at the full ministerial meeting scheduled for November 29. Before the audit results are released and the Middle East situation becomes clearer, OPEC+'s policy stance is expected to remain cautiously observant.
