The "Shenzhen National Economic and Social Development 15th Five-Year Plan Outline" has been released. It proposes to coordinate and advance the research, development, and manufacturing of intelligent computing chips, the construction of computing power facilities, and the development of model algorithms, aiming to build an efficient and user-friendly artificial intelligence technology foundation.

The plan seeks to solidify the industrial base for computing power chips, promote the optimization, iteration, and application adaptation of training chips like Ascend and edge-side inference chips, and foster the prosperity of the domestic AI computing power ecosystem.

It emphasizes building a multi-layered intelligent computing power base, constructing high-standard training infrastructure, and creating a sustainable computing power supply system characterized by ultra-intelligent collaboration, heterogeneous integration, and pervasive accessibility.

The outline also calls for strengthening fundamental AI theoretical research and innovation in model architectures, cultivating internationally leading domestic general-purpose large models and industry-specific application models, and driving the implementation of model algorithms through high-value application scenarios.

By 2030, the city aims to achieve a real-time available computing power scale exceeding 150 EFlops, with some metrics of domestic chips and computing clusters reaching internationally advanced levels, thereby forming a powerful large model base capable of supporting comprehensive applications.
