Guangzhou Nansha Implements Multiple Measures to Seize Golden Business Opportunities in Greater Bay Area Yacht Free Travel

Guangzhou Nansha is actively pursuing multiple strategies to capitalize on the significant business opportunities presented by the yacht free travel initiative within the Greater Bay Area.

According to information released on the 11th, the State Council has approved a temporary adjustment to the implementation of relevant provisions of the "Regulations on Customs Security" and the "Regulations on Ship Registration" within the nine mainland cities of the Guangdong-Hong Kong-Macao Greater Bay Area. This adjustment introduces policies for waiving security deposits and allowing temporary ship nationality registration for Hong Kong and Macao yachts that temporarily enter and exit the mainland through designated ports and are restricted to free travel within these nine cities.

This policy means Hong Kong and Macao yachts "heading north" will no longer require customs duty security deposits, which often amounted to millions of yuan. With a single temporary nationality certificate, these yachts can now make multiple entries and exits within the mainland waters of the Greater Bay Area, with a maximum cumulative stay of 180 days.

As one of the first six designated ports, the Guangzhou Nansha Passenger Port has promptly implemented a comprehensive strategy combining "software and hardware" to translate these policy benefits into tangible industry gains.

The local government has indicated that, first, efforts are focused on streamlining clearance procedures. The maritime authorities have established the "Greater Bay Area Yacht Free Travel Information Management System," allowing yacht owners to complete entry declarations and submit materials via mobile devices, with electronic certificates enabling a fully paperless process. The "Hong Kong and Macao Yacht Navigation Guidelines" have transformed complex navigation rules into actionable "Bay Area standards."

Simultaneously, there is an accelerated push to expand physical infrastructure. Nansha currently boasts 142 yacht berths with water depths ranging from 2.5 to 5 meters and is home to the mainland's first international "Five Gold Anchors Award"-winning yacht club. The district is coordinating efforts to renovate older wharves and construct new ones, extending navigable waterways towards the Pearl River Delta hinterland and the South China Sea to reserve space for large-scale berthing.

Furthermore, significant work is being done to enhance the consumer experience and encourage longer stays. Nansha has integrated and launched five themed itineraries starting from yacht landings. These cover industrial and smart manufacturing study tours, intangible cultural heritage and cultural exploration, fishing port culinary adventures, coastal sports, and scenic tours along a 20-kilometer coastline. This approach aims to achieve "play upon docking, consumption upon disembarking," transforming yachts from "conspicuous assets" into links that connect cultural and tourism resources.

It is noteworthy that Nansha is extending the industrial chain upstream. Leveraging the Longxue Shipbuilding Base and the Dagang Advanced Manufacturing Park, Nansha has gathered several enterprises qualified for luxury yacht maintenance and repair. The focus is expanding from routine maintenance to "oil-to-electric" green retrofitting and full lifecycle services. Guangzhou is advancing the drafting and research for the "Guangzhou Nansha Yacht Industry Promotion Regulations," systematically building a comprehensive support framework covering research and development, manufacturing, operations, and services.

Industry estimates suggest that while Hong Kong possesses over 10,000 yachts, it has long been constrained by a shortage of berths. Following the implementation of the free travel and security deposit waiver policy, the potential economic multiplier effect from "berthing and consumption + maintenance overflow + cultural and tourism derivatives" is considerable.

With its deep-water coastline and navigational channel network at the geographical center of the Greater Bay Area, Nansha is poised to transform this wave of institutional benefits into a new engine for its marine economy.
